Paragraph 116 reads: “Postal items and postal orders addressed to minors under the age of 14 or persons duly declared incompetent are issued to parents (adoptive parents, guardians) without a power of attorney upon presentation of one of the documents specified in paragraph 116 of these Rules, and documents confirming their relationship to minors or incompetent persons (child's birth certificate, certificate issued by the relevant administrative body, or a copy of the decision of this administrative body to appoint this person as a guardian).
Postal items addressed to minors under the age of 14 who are (residing) in boarding schools, orphanages and other similar institutions are issued by proxy to persons authorized by these institutions.”
Based on this, at any post office you should be given a parcel in the name of the child upon presentation of:

  • notifications of parcel arrival at the communications department
  • passport proving your identity
  • child's birth certificate

In this case, the presence of the child himself is not necessary.

The child alone, without a parent or guardian, will not be able to receive the parcel even upon presentation of the above documents!
