The production calendar is an important document that is published for the whole year. Every resident of the Russian Federation always looks forward to it, because you can plan your vacation using it. The calendar indicates how many days off there will be for the New Year, May and other holidays, as well as working hours.
Our article is devoted to the approved production calendar for 2015. Let's figure out what this calendar is and why it is needed.
What kind of calendar is this and where is it used?
The production calendar is used at any enterprise, in any organization. Specialists in the HR and accounting departments cannot do without it, because it is based on it that they need to draw up a work plan for the whole year. The calendar contains the following information:
- the number of working days in each month and in total for the year;
- data on weekends and working days;
- pre-holiday days, when the working day is shortened by an hour;
- working time standards.
For convenience, all information contained in the production calendar is divided monthly, quarterly and semi-annually. Monthly and annual working time standards are especially important, since they are used to calculation of hourly tariff rates. These data must be accurate and reliable, because this is what the entire country is guided by.
Based on this calendar, the accountant can carry out all operations, namely, calculate wages, calculate sick leave, draw up a vacation schedule for employees, and create a work plan.
The HR department also uses it when recording working hours. Be sure to carefully check the calendar to avoid errors and inaccuracies when calculating salaries. And it is very useful for employees to familiarize themselves with it in order to plan their vacations and New Year holidays. Based on this document, various types of reporting to government agencies are prepared.
This calendar is based on the norms of labor legislation, mainly on the provisions of the Labor Code of the Russian Federation and decrees of the Government of the Russian Federation.
Who approves it and when?
The production calendar itself is not approved; it can be found on the Internet or on the Consultant + portal. But it is drawn up on the basis of legal norms - Every year, a decree of the Government of the Russian Federation approves the transfer of days off in the new year. This is done in order to rationalize the use of non-working days. The resolution will be adopted in the second half of this year.
As for 2015, the government took care of the postponement in advance - on August 27, 2014. The transfer project was prepared by the Russian Tripartite Commission for the Regulation of Social and Labor Relations. The rules for the year established by the resolution are not subject to change or revision and are final.
Also, the calendar is based on the provisions of the Labor Code, as mentioned earlier. The fundamental articles are articles 91-93, 101-105 and 112. The latter defines non-working holidays that are permanently in force in the Russian Federation.
Holidays, pre-holiday days and other important nuances in 2015
This is what the official 2015 calendar looks like:
In accordance with the Labor Code, holidays in 2015, and therefore days off, will be the following dates:
- January 1-8– New Year holidays and Christmas;
- February 23- Defender of the Fatherland Day;
- March 8- International Women's Day;
- 1st of May- Spring Festival;
- 9th May- Victory Day;
- 12 June- Russia Day;
- November 4– Day of National Unity.
As a general rule, if a holiday coincides with a weekend, then it should be moved to the day that follows the holiday, if it is a working day. The only exception to this rule is non-working days in January.
A working day followed by a holiday is shortened by an hour. Moreover, this applies not only to those who work full time, but also to those who work part-time or shifts.
The government postponed the following holiday dates in 2015: from January 3 to January 9, from January 4 to May 4. All transfers must take into account the legal norm, according to which weekly uninterrupted rest is at least 42 hours.
Thus, in January there are more days off than working days; this is the shortest working month: we rest for 16 days and work for 15. Taking into account all transfers, the New Year holidays will be 11 days – January 1-11.
3 days of rest are also provided in February, we celebrate men's day - from February 21-23. Women will also have a spring holiday from March 7 to 9. In the spring, when the weather improves, it is always more pleasant to relax, so there will be long holidays - May 1-4 and May 9-11. There are a total of 13 days off in May. Russia Day is celebrated from June 12 to 14. In November there will be no chance to rest for several days; only one day is allotted for the celebration of National Unity Day.
Advice from accountants: it is preferable to take vacation in those months that have the most working days, then the amount of vacation pay will be larger. This year there will be months like this December and July. This only applies to employees with a fixed salary.
It is impossible not to mention that 2015 is a very important historical date, this is also indicated in the production calendar. This year is marked by the celebration of the 70th anniversary of Victory Day in the Great Patriotic War of 1941-1945.
Despite the fact that the transfer schedule changes every year or holidays fall on different dates, we rest approximately the same number of days from year to year.
An interesting fact is that our country is a leader in the number of days off. In the upcoming 2015, one third of the calendar year is non-working days. Just imagine, 118 days off! And this does not take into account annual leave, which is usually 28 days, and for some categories of workers it is even longer due to additional days.

Working time standards
In 2015 there will be 365 days, of which 247 are working days, 118 are weekends and holidays. As for working hours, for a 40-hour work week there will be 1971. For a 36-hour week – 1773.4 hours and 1180.6 hours for those who work 24 hours a week. The average monthly number of hours for work in the new year will be 164.25 hours.

How to calculate the standard working hours for a month without the help of a calendar? This is done like this: the length of the working week - 40, 36 or 24 hours - must be divided by 5, and then multiplied by the number of working days of the month being calculated. From the amount received, you need to subtract those hours by which working hours were reduced on the eve of the holidays. The annual calculation of working hours is carried out in a similar way.
Here's an example: January is the shortest month for work. If your work week is 40 hours, then 40/5 = 8 hours. There are 15 working days in January, which means 8*15 = 120 hours. If a week contains 36 hours, then 36/5=7.2*15 = 108 hours.
A production calendar is a document that presents information in tabular form about all working and non-working days (weekends and public holidays) of the calendar year. It also includes pre-holiday days, with a reduced working day by one hour and working time standards monthly, quarterly, for half a year and for a year as a whole with a 40-, 36- and 24-hour work week.
The production calendar is widely used by employees of the accounting service, human resources department when maintaining time sheets, drawing up work schedules, calculating wages, etc.

According to the production calendar of the Russian Federation for 2015, the country has 247 working days (including 5 that precede holidays) and 118 weekends and holidays.
Working hours standards in 2015 are:
- with a 40-hour working week: 1971 hours (247 * 8 - 5, where 247 is the number of working days in a year, 8 is the length of the working day, 5 is the number of working hours reduced due to pre-holiday days);
- with a 36-hour work week: 1773.4 hours (247 * 7.2 - 5);
- with a 24-hour work week: 1180.6 hours (247 * 4.8 - 5).
Non-working holidays in 2015 in Russia
Non-working days in Russia in 2015 will be:
- January 1-6 and 8 - New Year holidays;
- January 7 - Christmas;
- February 23 - Defender of the Fatherland Day;
- March 8 - International Women's Day;
- May 1 - Spring and Labor Day;
- May 9 - Victory Day;
- June 12 - Russia Day;
- November 4 is National Unity Day.

According to Art. 112 of the Labor Code of the Russian Federation, if a public holiday falls on a day off, then the next working day after the holiday is also a day off. The government can make changes to the production calendar, moving non-working holidays and weekends to other days. Thus, the draft resolution of the Government of the Russian Federation “On the transfer of weekends in 2015” provides for the following transfers:
- from Saturday January 3, 2015 to Friday January 9, 2015;
- from Sunday 4 January 2015 to Monday 4 May 2015
The production calendar is an annually updated document containing information about working and non-working hours of Russian enterprises for the calendar year. Based on data on weekends, holidays and pre-holidays, accounting and personnel services calculate working hour standards for any period of time in the current year, which helps plan work schedules, vacations, pay salaries, holiday bonuses, pay sick leave, etc.
The 2015 production calendar also determines which weekends this year will be moved to weekdays due to holidays, in accordance with Government Decree No. 860 of 08/27/2014.
For ease of planning and quarterly reporting, the production calendar is divided into 4 parts indicating the number of calendar, working, non-working days, the number of working hours in each month, quarter and year for 3 options for week length: 40-, 36- or 24-hour.

Working hours in 2015
According to the production calendar in Russia in 2015, citizens working a regular five-day week will have to work 247 days. The annual time limit, based on a standard 40-hour work week with 2 days off, will be 1,971 hours 40 hours - the maximum possible weekly workload according to labor legislation (Article 91 of the Labor Code).
The annual standard is calculated as the product of the number of working days and the length of the working day (8 hours) minus the hours that reduce working time on holidays. There will be 5 “short” days in 2015, thus, due to them, the total annual working time is reduced by 5 hours.
The standard hours are set similarly for a shortened work week:
- at 36 hours – 1,773.4 hours per year;
- at 24-hour – 1,180.6 hours for 2015.
If an organization has established a working week other than a 40-hour five-day week, for the purpose of calculating the time standard, the duration of one day is determined by dividing the accepted number of hours by 5: 7.2 and 4.8 hours for a 36- and 24-hour week, respectively.
The procedure for calculating annual, quarterly and monthly time standards was approved by the Ministry of Health and Social Development by Order No. 588n dated August 18, 2009. When calculating standards for a specific period of time (month, quarter), the length of the day is multiplied by the number of working days in the specified period according to information from the production calendar, taking into account hours reduced on the eve of official holidays.
Non-working days in 2015
This year, 118 out of 365 days are non-working days. Of them:
- weekends in 2015 – 104 days;
- non-working holidays – 14 days.
Holidays on which, by law, Russians must rest from work, are fixed by Article 112 of the Labor Code of the Russian Federation, are:
- New Year holidays – January 1–6, 8;
- Christmas – January 7;
- Defender of the Fatherland Day – February 23;
- International Women's Day - March 8;
- Spring and Labor Day – May 1;
- Victory Day – May 9;
- Russia Day – June 12;
- National Unity Day – November 4th.
If a holiday falls on a calendar day off, the law provides for the “extension” of rest by postponing the day off that coincides with the holiday. Most often, the transfer occurs on the next working day (with the exception of January “holidays”), but the specific transfer scheme is established by government decision. So, in January 2015, the non-working 3rd and 4th days fall on Saturday and Sunday, while one of their days off is moved to the first day after the end of the New Year holidays - January 9th, and the second is “added” to the May holidays (May 4th).
Taking into account all the holidays, weekends and transfers, in 2015 Russians can expect several periods of rest:
- 11 New Year's days from January 1 to 11;
- May holidays – 7 days from 1 to 4 and from 9 to 11 May;
- “men’s” and “women’s” holidays – 3 days each in February (from 21 to 23) and in March (from 7 to 9);
- Russia Day – June 12–14;
- National Unity Day – 1 day (November 4).
Pre-holiday days shortened by 1 hour fall on April 30, May 8, June 11, November 3 and December 31.
Every employer should remember that hiring people to work on non-working days must be justified: the continuous nature of production, the need to serve customers, etc., and also requires the consent of the staff and the preparation of appropriate orders for work on weekends and holidays. Payment for this time is made at double rates or time off - at the choice of employees.
It is not necessary to memorize all the listed dates of legal rest; it is enough to have an up-to-date production calendar at your workplace - HR and accounting departments should always have it at hand.
