5. Rights of a labor protection engineer.

A labor protection engineer has the right:

6. Relationships.

In the process of performing functional duties, the labor protection engineer maintains relationships with managers and specialists of services and departments of the electrical network enterprise:

2. FUNCTIONAL RESPONSIBILITIES

Labor safety engineer:

2.1. Monitors compliance in departments of the enterprise with current legislation, instructions, rules and regulations on labor protection, safety precautions, industrial sanitation and fire protection.

2.2. Provides departments of the enterprise and construction sites with information and methodological literature on safety issues and safety instructions taking into account local conditions.

2.3. Conducts introductory training for workers and line engineers on health and safety measures when hiring. Issues certificates for the right to work to the work manufacturer.

2.4. Takes part in the work of commissions to test employees’ knowledge of occupational health and safety rules.

2.5. Timely send workers and engineers to the Training Center for training and testing knowledge of safety rules and certification under the relevant articles for the right to work with construction machines, mechanisms, and electrical equipment.

2.6. Within a month (twice a month), he visits each construction site, checks compliance with labor and safety regulations when performing specialized installation and finishing works, as well as the application by employees of rules and personal safety measures when operating machines, small-scale mechanization and mechanized power tools.

2.7. Checks that general contractors have work projects and technological maps and their reflection of safety requirements. Monitors the presence of fences, warning signs and posters at facilities.

2.8. Monitors regular safety training of engineers and workers and ensures proper maintenance of training logs. If necessary, personally conducts unscheduled safety briefings for workers and engineers.

2.9. Controls the appointment of those responsible for the operation of machines, mechanisms and electrical equipment at facilities (from among the engineering and technical personnel) certified under the relevant articles. Checks whether workers and engineers have a certificate authorizing them to perform work.

2.10. Monitors compliance with work permits for performing work associated with increased danger.

2.11. Monitors the correct storage of structures, products and materials, as well as the cleanliness and order of work places, aisles and household premises. Promptly informs the enterprise management about all violations of labor and safety rules at the facilities and takes measures to eliminate them.

2.12. Issues instructions in the established form on safety precautions to linear engineers. In which he sets deadlines for eliminating the noted deficiencies and monitors the implementation of instructions. In the event that site managers and superintendents do not take measures to eliminate identified deficiencies, prepares reports addressed to the head of the trust or the chief engineer with proposals to eliminate violations and punish those responsible.

2.13. Conducts regular discussions and reviews with workers of cases of violations of safety regulations and the reasons that led to them. Participates in the investigation of accidents, injuries and accidents. Studies their causes and develops measures to prevent them.

2.14. In the event of fatal accidents, notifies the State Labor Inspectorate and, together with it, conducts an investigation with the preparation of relevant acts/in Form N-1.

2.15. Represents the interests of the enterprise in judicial investigations accidents and incidents, as well as when determining damage received by trust employees in connection with industrial injuries, injuries and occupational diseases.

2.16. Organizes annual medical and sanitary examinations of the trust's workers. Prepares and approves at the Moscow City Sanitary and Epidemiological Station a list of hazardous professions and the timing of medical examinations, and also prepares necessary documents for delivery to the clinic.

2.17. Controls the provision of benefits due to workers for harmful and difficult working conditions, as well as the provision of benefits to workers under 18 years of age.

2.18. Monitors the provision of workers with special clothing, safety footwear, personal protective equipment and medicines.

2.19. Monitors the implementation of occupational health and safety measures and the creation of healthy and safe working conditions for employees as provided for in the collective agreement.

2.20. Monitors compliance with the rules for storing materials and products in warehouses, paying attention to special attention storage of flammable and explosive substances / fuels, lubricants and paints, compressed gas cylinders, etc./

2.21. Systematically conducts inspections of administrative buildings and industrial premises of the trust and construction sites in order to verify compliance with fire safety rules and measures, monitors the availability and serviceability of fire-fighting equipment.

2.22. Provides methodological and practical assistance to employees on occupational health and safety issues.

2.23. Prepares orders for the appointment of those responsible for safety and fire safety in the departments of the trust, for the creation and composition of occupational health and safety commissions, and for conducting examinations on knowledge of safety rules.

2.24. Prepares monthly necessary certificates and reports on his area of ​​work for the management of the trust and higher authorities.

2.25. Prepares cost estimates for annual health and safety activities and monitors the intended use of allocated funds.

3. RIGHTS

3.1 The labor protection engineer has the right:

3.1.1. Monitor compliance with labor protection requirements in the company's departments.

3.1.2. Conduct inspections and checks of the technical condition of buildings, structures, equipment, machinery and mechanisms, ventilation systems, etc. to determine their compliance with established standards and safety requirements.

3.1.3. Carry out, together with other departments, certification of workplaces and production equipment for compliance with labor protection standards.

3.1.4. Participate in the development of proposals and activities aimed at improving occupational safety.

4. RESPONSIBILITY

4.1. The occupational safety engineer is responsible for:

4.1.1. Failure to fulfill one's functional duties.

4.1.2. Inaccurate information about the status of fulfillment of received tasks and instructions, violation of deadlines for their execution.

4.1.3. Failure to comply with orders, instructions from the director of the enterprise, instructions and assignments of the head of the department.

4.1.4. Violation of internal labor regulations, fire safety and safety regulations established at the enterprise.

5. WORKING CONDITIONS

5.1. The work schedule of the Labor Safety Engineer is determined in accordance with the Internal Labor Regulations established at the enterprise.
