Providing information to employees about basic fire safety requirements is the responsibility of any employer. For this purpose, each employee is given fire safety training. To record and record information, use the fire safety briefing log, a sample of which you will find in the article.

The fire safety briefing logbook has an official form, which is established by Order of the Ministry of Emergency Situations of Russia dated December 12, 2007 N 645.

Types of fire safety training

There are 5 types of such instruction, which are also enshrined in Order of the Ministry of Emergency Situations of Russia dated December 12, 2007 N 645:

  • Induction is carried out when employees are admitted to the organization (not necessarily individually) in a separate room using special visual aids And educational materials, ends with training actions to extinguish a potential fire and a survey on knowledge of fire extinguishing means and personal protection.   • Initial on-the-job training takes place with each employee separately, introducing them to the immediate work environment. During the training, practical skills in using fire extinguishing equipment are developed, actions in case of fire, rules of evacuation and emergency assistance to victims are demonstrated.
  • Repeated testing is carried out at least once a year, individually or with a group of employees using the same type of equipment. All employees, without exception, must listen to it and confirm their knowledge. Workers in fire-hazardous industries test their knowledge once every six months.
  • Unscheduled may be caused by changes in the technological process, violations of fire safety requirements, interruption in work, information about accidents at similar manufacturing enterprises or identifying insufficient knowledge of workers.
  • The target is carried out when performing one-time dangerous work, explosive work using fire, eliminating the consequences of accidents and disasters, holding public events and excursions at the enterprise.
Penalty for missing a journal

Responsibility for violation of fire safety standards is provided for in Art. 20.4 Code of Administrative Offenses of the Russian Federation. The lack of a log of fire safety briefings will be perceived by supervisory authorities as a violation of established fire safety requirements, and if the first time inspectors can limit themselves to a warning, then a repeated violation will definitely entail a fine:

  • for legal entities - from 150,000 to 200,000 rubles;
  • for officials - from 6,000 to 15,000 rubles.

Under special fire conditions, the fine is higher:

  • for legal entities - from 400,000 to 500,000 rubles;
  • for officials - from 15,000 to 30,000 rubles.
Logging Rules

The fire safety briefing log contains:

  • date;
  • Full name of the person being instructed;
  • the year of his birth;
  • profession, position;
  • type of instruction;
  • Full name of the person instructing;
  • signatures of the person being instructed and the person instructing.

The document must be stitched, laced and numbered before use. It is also necessary to seal the magazine by gluing a paper strip to the ends of the lacing indicating the number of numbered and laced sheets. The stamp should fall partly on the seal and partly on the last page. The accounting document is certified by the signature of the manager.

    Form for registering labor safety briefings (initial, repeated, unscheduled)

    The log is a consolidated document for recording information about ongoing briefings, including initial, on-the-job, repeated or unscheduled. Journal form - A.5. Its sample is approved by GOST 12.0.004-2015.

    The name of the enterprise is indicated on the cover of the document, followed by the name of the magazine. The start and end dates of its maintenance are written below.

    Subsequent sheets are filled out in the form of a table, which includes the following columns:

  • Full name of the person being instructed. Moreover, it is necessary to indicate your full name for more accurate identification.

  • Position held by a citizen.

  • The next 2 columns are occupied by the signature of the person being instructed and the person who conducted the instruction.
  • The last 3 columns are reserved for citizen internship. The first column refers to the number of shifts during which the worker was trained, followed by the signature of the employee and then the date and signature of the person who tested the knowledge and granted permission to work.

    Targeted training should not be carried out in all cases, but only in those provided for in clause 8.10 of GOST 12.0.004-2015, namely:

    • when carrying out one-time work, the implementation of which is not related to job responsibilities employee;
    • when carrying out work with a high degree of danger;
    • when carrying out work to eliminate accidents and the consequences of various types of disasters;
    • if a dangerous effect is produced on the worker’s body, regardless of the type of work performed (the decision on this is made by the training organizer).

    This type of briefing has its own journal, which must contain the signatures of all persons to whom the briefing program was communicated. Since the employee’s immediate supervisor is considered responsible for the instruction, he (or a person authorized by him) familiarizes the citizen with the necessary information.

    For storing the magazine and its correct filling is answered by a labor protection specialist or other person authorized by the employer.

    Magazine form

    The form of the journal is approved by the already mentioned GOST 12.0.004-2015. The cover indicates the name of the organization, the title of the document, the start date and end date of its maintenance.

    On the following pages the following information is written in table form:

  • Date of.
  • Biographical data of the citizen in respect of whom the briefing is being carried out.

    Filling procedure

    Previously, GOST was specified, according to which it is recommended to keep all logs. But it is only a recommendation. There is no uniform standard for recording occupational safety measures. What is important here is not the form, but the content of the report. Nevertheless, several informal rules for record keeping can be identified.

    Exists standard form safety magazine. This is an A4 size book, a sample of which can be found on the Internet. Such books are sold in stationery stores. It is better to immediately take them with a reserve, because you can make mistakes during the first attempts to fill out the journal.

    The pages of the magazine must be stitched and numbered if it was printed on a printer. It should start with title page
