“When a deaf person comes to a cafe, he cannot say “give me some tea” because he will not hear the answer. He has to point his finger at the menu or write on a piece of paper. But how to call an ambulance by phone? We want to draw attention to the problems of those who are not heard, and show that these are cheerful, beautiful, talented people. Only they speak a little differently, often using sign language. By the way, it is not difficult, you can learn it, like any foreign language, in order to speak with those who live nearby.” Ekaterina Verbitskaya, the president charitable foundation "Peace and love", and her friends started the Deaf World festival ten years ago. This is the only one in Russia large-scale festival to support people with hearing impairments. They come here famous artists who also want to take part in a good and useful deed. After graduating from school, you can enter the Russian State Specialized Academy of Arts, where people with hearing impairments are trained to become actors in drama theater and cinema. Academy graduates work in the Theater of Facial Expressions and Gestures, in dance groups, teach in circles. 1.2. These regulations define the goals and objectives, procedure, content, categories of participants in the Competition-festival in 2017 – 2018.

2. GOALS AND OBJECTIVES:

GOAL: identification and support of gifted creative youth, formation aesthetic tastes and needs for creative self-realization of children and adolescents through artistic creativity, fostering an active life position.

4. PARTICIPANTS OF THE COMPETITION – FESTIVAL

Both groups and individual performers take part in the competition: university students, secondary vocational students educational institutions arts and culture, students of children's music schools and children's art schools, as well as participants in amateur performances and simply talented children in the category of artistic expression or literary and musical composition.

5. PROCEDURE

5.2.The competition is held in the following categories:

artistic expression (solo);

artistic expression (ensemble);

literary and musical composition.

Participants of the Competition are divided into age categories:

Competitive auditions consist of one round. Auditions are held publicly. Participants perform 2 pieces each (for 1 age category– two poems with a total duration of no more than 3 minutes, age category 2 can perform both two poems, and 1 poem and 1 prose work with a total length of no more than 5 minutes, 3 and subsequent age categories perform 1 poem and 1 prose work with a total duration of no more than 7 minutes for categories 3-4 and no more than 10 minutes for categories 5 – 9). If the specified time is exceeded, the jury may stop the participant’s performance. It is not advisable to use musical accompaniment or a video sequence during a solo performance.

The duration of the literary and musical composition is no more than 15 minutes.6. CRITERIA FOR EVALUATION:

7. ORGANIZATIONAL REQUIREMENTS.

8. REGULATIONS OF WORK OF THE COMPETITION JURY.

8.1.Participants are evaluated by a highly qualified jury who are well aware of the theory, methodology and practice of working with amateur and professional groups and performers.

8.2. The Festival jury is formed and approved by the Organizing Committee. The approved composition of the jury is not subject to appeal.

8.3. The composition of the Jury is formed at the venue of the festival-competition.

8.4. Representatives of delegations and leaders of groups from regions cannot be included in the jury if they represent groups at the festival, regardless of professional status, title and awards.

ATTENTION! Score sheets and comments from jury members are confidential information, are not displayed or issued.

The decisions of the jury are final and are not subject to revision or appeal.

In cases of manifestation disrespectful attitude to members of the jury and the organizing committee, the participant may be removed from participation in the competition-festival without reimbursement of the cost of the registration fee and presentation of a diploma. 9. FINANCIAL CONDITIONS.

9.2. Expenses associated with the stay of participants, teachers, accompanists, and accompanying persons at the competition are borne by the sending organizations or the competitors themselves

9.3. If a participant refuses to participate in the competition, documents and the registration fee for participation will not be returned. The Organizing Committee is not responsible for loss of documents during shipment.

10. AWARDS.

At the discretion of the organizing committee, participants are awarded special prizes and awards, and memorable gifts.

Information about the results of the performance is announced ONLY AT THE GALA CONCERT

The ceremony of presenting diplomas and prizes is held only at the Gala concert.

Participants of the competition are distributed in the following categories:

In each nomination, participants are distributed into the following age groups:

  • 7-9 years old
  • 10-13 years old,
  • 14-17 years old,
  • 18-25 years old

  • Adult category

Competitive performances are organized according to specific schedule and take place in one round according to age categories from junior to senior. In teams with participants from different age groups, belonging to age group determined by the age of the majority of participants.

For theatrical arts and artistic words:

Contestants (soloist, duet, trio, quartet) participating in the “artistic word” nomination present 1 piece lasting no more than 5 minutes. The competitor has the right to take part in several nominations.

An ensemble of readers (from 5 people) participating in the category “artistic word” presents 1 or 2 works (optional) in one category, lasting no more than 5 minutes each. Contestants have the right to take part in several nominations.

Participants in the nominations “Dramatic Theatre”, “Musical Theatre”, “Plastic Theatre” present a performance or an excerpt from a performance with a total duration of no more than 30 minutes.

Participants in all other nominations (theatrical miniatures (musical and dramatic, plastic (pantomime, plastic compositions)) provide a composition with a total duration of no more than 10 minutes.

The time for installation/dismantling of decorations is no more than 10 minutes.

For vocal and choral arts:

  • It is acceptable to have “backing vocals” in the form of harmonic support, pre-recorded in the “minus one” phonogram or performed “live”. The technique of “double track” (duplicating the soloist’s part in the form of a single backing voice) is not permitted.
  • Minidisc, DVD, phones and other devices connected via Bluetooth or flash, as well as any other audio formats are NOT accepted. Each file on the flash drive must have a name in the format: team name/room name.

Phonograms accompanying the performances must be of appropriate quality and provided on a flash drive (in MP3 format) or CD. Phonograms are sent to the address of the organizing committee no later than May 22, 2017 (if you did not have time to submit a phonogram before the specified date, please provide the phonogram on the day of the event)

Composition of the jury.

The jury is composed of the festival's organizing committee from cultural and artistic figures, artists, teachers of creative disciplines, directors, and leaders of creative groups. The list of jury members is not disclosed until the start of the competition.

At the end of the competition, “ round tables"(20-30 minutes), where participants and teachers have the opportunity to discuss competitive performances with members of the jury and receive recommendations.

When evaluating contestants, the jury adheres to the following criteria:

  • technique and artistry;
  • stage image;
  • selection of repertoire;
  • performing arts;
  • staging (artistic and performing integrity);
  • plastic;
  • costumes;
  • general artistic impression;
  • musical arrangement.

ATTENTION!!! If participants, teachers or accompanying persons behave inappropriately towards members of the Jury or the organizers of the Festival, they are automatically removed from participation in the Festival without returning the registration fee.

Prizes and awards.

If for some reason you were unable to attend the awards ceremony, then you can receive your awards within the next week at a time convenient for both parties, having previously agreed with the organizing committee on the time and place.

Financial conditions.

Attention! By paying the registration fee, you confirm your familiarization and agreement with the provisions International festival-competition“The Whole World is Art!”

Cost of participation:

  • Participant (soloist) -2500 rubles, including registration of an application 500 rubles per person
  • Duets and trios - 1600 rubles for each participant
  • Team (from 4 to 8 people) - 1200 rubles for each participant , including registration of the application 300 rubles per person
  • Team (from 9 to 14 people) - 900 rubles for each participant
  • Team (from 15 and above) - 700 rubles for each participant , including registration of the application 200 rubles per person
  • Back-up dancer - 300 rubles for each participant.

Org. The fee for the performance is 15,000 rubles. (for participants in the nominations “Dramatic Theatre”, “Musical Theatre”, “Plastic Theatre”, presenting a performance or an excerpt from a performance with a total duration of no more than 30 minutes.)

Org. The fee for participation in the “Theatrical Miniature” nomination is 5,000 rubles. (for the number of participants from 1 to 4) , including registration of the application 1500 rubles per application. For the number of participants from 5 and above: org. the fee is calculated according to the number of participants.

For participation in an additional nomination a 10% discount is provided (for contestants participating in several nominations) from the org. fee according to the number of participants.

PHOTO AND VIDEO MATERIALS ARE PROVIDED TO PARTICIPANTS AS A GIFT!

The organizing committee reserves the right to use photo and video materials of the International Festival-Competition “The Whole World is Art!” for posting on social media networks, on the festival website and on the partners’ website.

Special conditions.

If you are traveling from another city and have limited time, please inform the organizing committee in advance. Otherwise, we will not be able to make time changes to a ready-made program. The competition program will be sent by email. mail specified in the application 3-4 days before the event.

If a participant fails to appear at the festival, the registration fee is refunded in the following cases:

The participant warned about his absence 2 weeks before the start of the competition and provided the document.

Force majeure circumstances regarding the organization of the festival.

Force majeure circumstances concerning the participant(s) in the presence of a document (in case of illness - a certificate of incapacity for work in form 095/U for children, sick leave- for adults) and warning the organizers at least 3 working days before the start of the competition.

In other cases, the registration fee is not refundable.

  • The festival organizers have the right to change the location of the festival due to force majeure circumstances.
  • The organizers of the festival-competition are not responsible to the authors of works and songs performed by participants of the festival-competition!
  • The issue of parking spaces, as well as the delivery of costumes, props and scenery is decided by the participants independently.
  • During a competitive performance, lighting support is not evaluated. During competitive program"fill" light is used on stage.

Contestants have the right to ask the stage worker to turn the lights on/off completely, if required.

The organizing committee of the festival-competition is not responsible for the personal belongings of participants! Do not leave personal items unattended!
