Regulations on the international competition of children's drawings "Les enfants ne veulent pasde guerre..." - "Children do not want war ..."(hereinafter referred to as the Competition) developed and approved # EURO _MEDIA _STAR _GROUP (Paris, France). The organization and conduct of the Competition is based on the principles of patriotism, accessibility, the priority of universal human values, citizenship, free personal development, and protection of the rights and interests of Competition participants. The following basic terms are used in these Regulations: Organizer –# EURO _MEDIA _STAR _GROUP (Paris, France), Participant is the author of a drawing that meets the requirements of the Competition. The jury is an international group of experts that evaluates competition entries and determines the Winners International Competition Children's Drawings.

Requirements for drawings submitted to the Competition
Drawings must correspond to the theme of the Competition and depict propaganda to prevent wars on our planet (the plot is at the discretion of the author). A drawing can only be submitted to the competition by its author (parents with the consent of the author or the director of the educational institution with the consent of the author and parents). Drawings must be completed without the help of parents or teachers. Drawings can be made on any material (whatman paper, cardboard, canvas, etc.) and executed in any drawing technique (oil, watercolor, ink, colored pencils, crayons, etc.). Works submitted to the Competition must be in JPEG image format, in color, and the image size must not exceed 1 MB. The drawing is sent to the competition by email, along with the application and payment. Payment can be made in any form. For those who wish to pay via Yandex.Money, we provide our account number below. Each drawing must be accompanied by an application, which indicates the name and surname of the author, his age, the title of the drawing and the event to which the drawing is dedicated; country, postal address of the author's residence; email address; name and postal address educational institution in which the author and creative director (if there was one) studied, as well as consent to use the drawing. The number of works submitted to the Competition by one child cannot exceed 1 drawing. All drawings submitted to the Competition can be used# EURO _MEDIA _STAR _GROUP (Paris, France), in the future to conduct various patriotic events, including exhibitions and the publication of books. Collective and anonymous drawings (not containing information about the competition participant) are not allowed to participate in the competition and will not be considered.

Roles and responsibilities of the Organizer
To the Competition Organizer # EURO _MEDIA _STAR _GROUP (Paris, France), is assigned the following functions for coordinating the Competition: - determining the conditions for the Competition; - formulation of requirements for competitive works submitted for participation in this Competition; - approval of deadlines for submitting works and conducting expert assessments of members of the Jury; - determination of criteria for evaluating competitive works; - deciding on the composition of the Jury; - holding events within the framework of the information and advertising campaign of the Competition; - dissemination of information about the results of the Competition; - organization and conduct international exhibition(exhibitions) in Cannes (France) - best drawings Competition. The responsibilities of the Competition Organizer include: creating equal conditions for all participants of the Competition; ensuring the transparency of the Competition; preventing the disclosure of information about the intermediate and final results of the Competition before the date of the official announcement of the results of the Competition.
The procedure for submitting drawings to participate in the competition
Participants are children of three age categories: - up to 10 years old, - from 10 to 14 years old (inclusive), - from 15 to 17 years old (inclusive). Participants submit their works to the competition: - through the administration of their educational institutions; - through parents. Submitted drawings for participation in the Competition are checked by the Competition Organizer for compliance with the requirements for the works of the Competition Participants and specified in the Regulations and are transferred to the members of the Jury for evaluation. The author (the author's parents), when submitting their work (the work of their child) to the competition, confirms the authorship of the drawing and agrees that it can be published in any publications, shown in any way at any events held # EURO _MEDIA _STAR _GROUP (Paris, France), both during the Competition and after its end, in different cities of France and Europe and does not claim to pay royalties.

Deadlines for submitting drawings for participation in the Competition, amount of contribution
Drawings for participation in the Competition are accepted any time during the year. City and country of the Competition - Paris, French Republic. The participant has the right to withdraw his work for participation in the Competition at least 10 days before the deadline for accepting works. The work of the jury for the competition to evaluate the works of the Competition participants - on the last day of the competition.

Competition fee

Exhibition in France in Nice

Composition and functions of the Jury
The composition of the Competition Jury is determined by the Competition Organizer. The jury carries out expert assessment drawings submitted to the competition in accordance with the evaluation criteria specified in the Regulations. Winners are determined by the largest amount points received. Evaluation criteria: - compliance with the topic of the Competition (compliance with these Regulations); - originality of the work; - artistic value. Members of the Jury are obliged to ensure: non-disclosure information about the final results of the Competition before the end date of the Competition, non-distribution of drawings sent to the Competition, as well as information about the participants of the Competition on the Internet or in other media.

Winners of the Competition
The winners of the Competition will be awarded medals and diplomas, their works will be displayed at an exhibition in Cannes (France), organized by# EURO _MEDIA _STAR _GROUP (Paris, France). The winners of the Competition in three age categories will be awarded: - for 1st place - for 2nd place - for 3rd place
All children receive from the Organizing Committee of the International Competition one of the following Diplomas:

COMPETITION CONCEPT
Space. Its endless unexplored expanses have always attracted the attention of mankind. The philosophers of antiquity inspiredly reflected on the laws of the Universe, peering into the stellar Infinity. Centuries and millennia have passed, but even in the 21st century, Space still fills the hearts of people with awe and admiration for the incomprehensible grandeur and beauty of the cosmic expanses of the Universe - the cradle of planet Earth and its humanity.
At the same time, the rapid development of civilization and the unprecedented flourishing of space technologies have led to the fact that from the first years of life, stable ideas about Space are formed in the minds of children as a lifeless and dangerous space for people, with which humanity interacts through space technology: rockets, lunar rovers , satellites. At the same time, literature, film and video products consolidate in the minds of children stable images of the Cosmos in the style of fantasy - far from existing reality. Thus, the child’s ideas about the universe are distorted. They develop under the influence of stereotypes imposed from outside, which deprive children of the ability for independent creative reflection.
In turn, attentive and careful attitude adults to the inner, spiritual world child produces amazing results. In the works of the contestants, we would like to see not a technogenic, but a figurative interpretation of the theme of Space : children's thoughts about the Universe, the extraordinary beauty of outer space, the unity of man and the Cosmos, responsibility for our Earth, their own involvement in the Cosmos.
Science has yet to discover these beautiful cosmic worlds, invisibly present next to us. But young artists, feeling and comprehending them with their hearts, they can convey in their creativity not only their beauty, but also the deep inner experiences associated with it, revealing a new cosmic reality to the world of adults.
To support, develop and popularize children's artistic creativity, which reflects the cosmic worldview, the Elena Ivanovna Roerich Charitable Foundation has been establishing the annual International Children's Drawing Competition “We are Children of Space” since 2016.
1. GENERAL PROVISIONS
1.1. These Regulations define the goals and objectives, as well as the procedure for conducting the International Children's Drawing Competition “WE ARE CHILDREN OF SPACE” (hereinafter referred to as the Competition).
1.2. The organizers of the Competition are the Helena Ivanovna Roerich Charitable Foundation and the International Center of the Roerichs.
1.3. Co-organizer – International Council of Roerich Organizations named after S.N. Roerich.
1.4. The competition is supported by Russian Academy Arts, International Association of Peace Foundations, Association of Russian Cosmonautics Museums, Russian Academy of Natural Sciences (RANS), International Union of Teachers and Artists, Charitable Foundation“The View of a Child” (Moscow).
1.5. These Regulations, as well as the materials of the Competition and information about its results are posted on the websites: ; www.icr.su; www.roerichs.com, as well as the websites of the Competition partners. A gallery of Competition participants is published on the website International Union teachers-artists www.art-teachers.ru.
2. GOALS AND OBJECTIVES OF THE COMPETITION
2.1. Goals of the Competition: to draw attention to the spiritual and moral world of children, their ideas about man and the Cosmos, about the relationship between man, the planet and the Universe in which we live.
2.2. Objectives of the Competition:
– popularization of children's artistic creativity, which reflects the cosmic worldview;
– identification and support of artistically gifted, creatively thinking children;
– promotion of development imaginative thinking child;
– formation of an artistic fund of children's works.
3. COMPETITION PARTICIPANTS
The competition is held in four age groups: 5-7 years old, 8-10 years old, 11-12 years old and 13-14 years old.
4. CONDITIONS OF THE COMPETITION
4.1. Every year the Organizing Committee announces the theme of the Competition.
4.2. The Competition accepts works with a format no larger than 50x60 cm, without mat.
4.3. The jury will not consider works that do not meet the conditions of the Competition.
4.4. After a work is submitted to the Competition, all property and copyright rights for its use are transferred to the organizers of the Competition. The organizers of the Competition may dispose of the work at their own discretion, including posting and presenting works in various publications, on the Internet, at exhibitions, in the media, etc., but only within the framework of the goals and objectives of the Competition.
4.6. Works submitted to the Competition are not reviewed and will not be returned..
5. PROCEDURE AND DATES FOR THE 1st COMPETITION
5.1. The competition is held in two rounds:
– Second round (July 2017 – October 2017). Acceptance of works of Competition participants by mail until September 15, 2017 inclusive (by postmark). Conducting the final stage - determining the winners of the Competition. The list of winners is published on November 1, 2017 on the websites of the organizers and partners of the Competition.
5.2. Accepted for the first round photographs or scanned copies works performed in accordance with the “Rules of Design”. Authors who have passed the first round are sent a notification with a request to send the original work to the Organizing Committee of the Competition to participate in the second round.
5.3. Photos of drawings for the first round are accepted into the electronic gallery of the Competition on the website http://www.art-teachers.ru
5.4. Accepted for the second round of the Competition are: originals works designed in accordance with the “Rules of Design”.
5.5. Original works that have passed the second round are accepted at the address: 119034, Moscow, Barykovsky Lane, 4, building 2.
6. RULES FOR REGISTRATION OF COMPETITION WORKS
6.1. To participate in the first round of the Competition, you must convert the drawing into electronic format. jpg(take a photo or scan) and add your work to the online gallery of the Competition by filling out an application for participation. Recommended size – no more than 2Mb, the file name must consist of letters and numbers, without special characters or punctuation marks
6.2. In your application for work you must indicate:

6.3. Original works that have passed the selection as a result of the first round are accepted for the second round of the Competition. Do not bend or fold the drawings!!!
6.4. A label is attached to the back of the picture indicating:
– the title of the work, its dimensions, execution technique and year of writing;
6.5. The envelope contains the surname, name of the author and the inscription TOoncourse « We are children of the Cosmos."
7. CRITERIA FOR EVALUATING COMPETITION WORKS
– compliance with the declared theme of the Competition;
– originality of creative concept;
– harmony color scheme;
– creative independence in revealing the topic (performing without the help of adults, not copying or sketching).
8. SUMMARY AND AWARDING OF THE WINNERS
8.1. According to the results of the Competition in the public Museum named after N.K. Roerich's final exhibition is being held in Moscow best works. The winners and runners-up of the Competition are invited to the opening of the exhibition to participate in the award ceremony and announce the Grand Prix winner. The date of the exhibition is determined by the Organizing Committee.
8.2. The winners and runners-up in each age group Diplomas and prizes are awarded.
8.3. By decision of the jury, individual participants may be awarded special certificates of encouragement and prizes.
8.4. Mentors/teachers of the winners and prize-winners are awarded letters of gratitude.
8.5. In order to popularize the creativity of the authors, the best competition works will be presented in the “Space Gallery” on the website of the E.I. Charitable Foundation. Each participant can submit works in several categories. Only one work can be submitted to the Competition in each category.

- 5 winning works in each category will receive a prize in the form of a gift certificate for the purchase of books in the online store.
- The work that takes first place in each category is awarded an ecological canvas bag and a “Water Encyclopedia” (in addition to the gift certificate).
