In 2010, sisters Yulia and Alisa Ruban decided to create their own clothing brand. Before implementing a successful project, the girls gained serious experience. At first they worked as simple assistants, but over time they “grew up” to become sought-after stylists who collaborated with glossy publications in Russia and Ukraine. Bold, unexpected decisions and complex cuts have become the hallmarks of the RUBAN brand.

Designers target buyers with above-average incomes and offer luxury clothing. Six years of hard work allowed us to become a leader in the fashion industry and firmly strengthen our position in the market. Julia and Alisa have a collection of prestigious awards. In 2015, the glossy publication Glamor named the creative tandem “Designers of the Year” as part of the “Woman of the Year” award. At the same time, the girls’ collections were highly appreciated in Milan, at international competition Grazia Next Glam Award 2015. Some time ago, Miroslava Duma and the Buro 24/7 portal organized the Buro Fashion Forward Initiative project, designed to support talented designers. The event took place in Paris, the RUBAN brand was on the list of participants. At the end of 2015, the world saw a capsule collection presented in honor of the launch of Buro 24/7 Singapore.

The other day, designers Alisa and Yulia Ruban showed a new collection in “Central Children's Store» . We spent the whole day with the sisters: we worked on the backstage, made ourselves beautiful in the System Professional salon, and finally went to the show. At the same time, we learned what it means to be a Ruban style girl and how the sisters plan to relax after the show.

About a dream

For a long time we worked as stylists in glossy publications. We always had a dream - to start our own business and create clothes. So now we're just doing what we love. We were never afraid of difficulties. Giving up everything and following a dream is, of course, a big risk. But we went for it and didn’t regret it.

About a girl in Ruban style

What inspires us most is the image of our client. Our heroine is very brave and spectacular. She is confident. It is important for her to feel like she is one and only. For something exceptional, she can always come to our studio - we will customize everything to fit your figure, and we will fulfill the most daring ideas. We are always for experiments. As part of the main collection, our heroine will always be able to find beautiful and comfortable things for herself. The main feature of our brand is the combination of a simple cut with complex finishing. We don’t make costumes that make you feel like you’re playing someone else’s role. In our clothes you come back to yourself.


About Russian fashion

Russian fashion is on the rise now. Western colleagues saw us as competitors and began to take an interest in our market. Finally, commercially successful brands from Russia have appeared. But not everything is so rosy. In the near future, Moscow will definitely not become a fashion capital like New York and Paris. After all, we have neither factories, nor dynasties of fashion designers, nor large fashion houses.


About fashion shows

Our preparations for the show are well organized. We act according to a clear plan, so there are no difficulties. The most important thing is to choose a good venue for the show. Every year it becomes more and more difficult to find a new location where no one has staged a show before us.

We trust beauty experts from System Professional and Max Factor to do hair and makeup for the show. To avoid any unpleasant surprises, we completely assemble the images at the general fitting. Sometimes we change some details 15 minutes before the start of the show. But in general, everything is always prepared in advance.

About family

We can't imagine what it's like to work apart. They've been building for years business relationship between themselves. Of course, there are no disputes, but we find solutions very quickly. We have very different working styles, and this is a salvation for us. We do not strive to remake ourselves and never take on any fictitious roles. We always remain ourselves.


About home and self-care

If you get tired, go home. This is a place of power. IN free time we read, watch TV series and take care of ourselves. You can’t do without sports and beauty rituals. In general, in terms of the number of cans in the bathroom, we can compete with a small cosmetics store. Of all the rituals, we like taking care of our hair the most. At home we use cosmetics from System Professional. The salon selected suitable products for us. There is no way to do this without consulting a specialist - everything is very individual. Of course, this does not cancel regular professional care from a hairdresser. Before the show, we just went through a retreat and did our hair.


About plans for the summer

We have a standard program for the summer holidays. We are leaving for the sea - to Italy. First we rest, and then we get back to work. Italy is pure inspiration.


About the future of Ruban

We are all on the move and new ideas. We are very lucky that we have our own business. This means that we can realize all our ideas and independently choose the direction for development. We are now expanding our buyer network in Russia and beyond.


Ruban talked about their collaboration, favorite beauty rituals and plans for the next year.

- Tell us how two sisters can start a successful brand without falling out?

Yulia: I often hear from people that they don’t communicate with their brothers or sisters at all. It's not like that with us. We are very close-knit - family is the most important thing for us. We work together, but this was not always the case. At some point we realized that we had different approaches to work, so we identified areas of responsibility. This eliminates quarrels.

Alice: we just found an approach to each other.

- What are the plans for the Ruban brand for the next year?

A: We have a lot to do! We spent this summer in Italy and returned to Moscow with renewed vigor. In November, the Haute Сouture collection will be released, which we will present in London and Los Angeles. A children's line is currently being developed. In general, next year will be very busy (pah-pah-pah!).

- With such a schedule, how do you relax?

Yu: We recently flew to Amsterdam for the Simply Red concert.

We listened to good music, drank wine, ate delicious food and even had time to warm up - it was warmer there than in Moscow. And we go to Italy every summer.

At first we spent three weeks there, then we got the hang of it and now we can stay for three months. Only Italian cuisine poses a danger. This time after the trip I had to lose three kilograms. Although this is not surprising if you have pizza for lunch and pasta for dinner. Or vice versa.

A: And I’m back and doing sports five times a week. I've never had problems with weight. I don’t even have a scale at home, I can always feel intuitively and by my clothes if something extra appears. But now I want to gain muscle mass so that relief appears.

- What sports do you do?

Yu: Twice a week I dance at World Class. My trainer is a professional dancer. For example, yesterday the training started with classical ballet, then there was body ballet, stretching, and it all ended with rumba. And it fit in one hour! I've been dancing for two and a half months and I can see how my posture and body sensation are changing. Three times a week for me power training with an instructor, also in World Class.

A: I always train at home. Three times a week - Pilates. Twice - ballet. I don’t have a machine, but even without it the trainer manages to torture me. I've been doing ballet since the summer and it's very difficult. From the first lesson I literally crawled away. But I like to mock myself: I put on a sauna suit and don’t eat for an hour after training. And ballet is an opportunity to spend time with my daughter. Petra is always with me during class. She also dances twice a week.

- Alice, how do you combine work and motherhood?

A: Julia constantly reprimands me for feeling guilty. Sometimes I feel like I’m a terrible mother because I come home late and spend little time with my daughter. But I try not to push myself, even if it seems that the child loves the nanny more than me. We got a nanny a month after our daughter was born. I started working actively and went back and forth by car to feed Petra, and was constantly running around with breast pumps. We existed like this for six months.

But I knew that if I sat at home with the child, it would be even worse. There are women who are created for this. At the same time, they remain kind, responsive, and do not get nervous. This is not my option. I would destroy everything around me.

- About childbirth without anesthesia, you already told us about your experience of childbirth in Italy. Why did you choose this country?

Yu: Alice was supposed to give birth in March. And we decided that we needed to go where it would be warmer than in Moscow. There was an option to settle in Forte dei Marmi, where we spend the summer, but at this time everything is dying out there. That's why we chose Florence. Although now it is clear that the idea was not the best. There is nowhere to go for a walk, uncomfortable pavements along which you have to go to give birth.

I would give birth to my second child here. I can’t say that I’m happy with giving birth in Italy. Everything was very strange.

Although, perhaps, the first birth seems strange to all girls.

Yu: I was with Alisa before and immediately after giving birth. And then she flew off to organize a show in Moscow, which Alisa watched online. By the way, the second Pe line appeared with us after Petra was born. This is the first child in the family. I was amazed by this event and wanted to do something significant.

A: Yes, Julia is a great aunt!

Yu: I can’t say that I communicate easily with children. I don't have mine yet. A lot of people cooze with them, but I immediately talk to Petra as equals. But yes, I am a good aunt!

- What is Petra doing now? She's already three and a half years old, isn't she?

Yu: Oh, you need to see her schedule!

A: Sometimes my husband asks me if we are going overboard with the number of activities. But for now Petra goes to Vikiland to study English, drawing, and modeling. I'm amazed how my child can sit for an hour doing sculpting! By the way, on Sundays Vikiland puts on excellent performances.

- How do you spend your weekend?

A: Only with the whole family. We have breakfast, go to gymnastics on Saturday, and tennis on Sunday. We can go together to KidZania, where a child can spend five hours and not notice.

Yu: We also gather for brunch every Sunday at four o’clock. Of course, if the whole family is in Moscow.

A: Yes, at this time, I try to cook for my loved ones myself. Because on weekdays this is not always possible.

- Do you like to cook? Tell us about your diet?

A: Yulia’s kitchen is pristinely clean. I also don’t cook often, but I have a housekeeper who helps us.

Yu: Yes, this is the secret of her protein nutrition (laugh)! I eat out.

If I need a quick snack, I go to Coffeemania. It's delicious and you can find something healthy there. I really love Cutfish! I’ve never been a fan of Japanese cuisine, but there I can order all the sashimi on the menu to try a piece.

I also often order food to take home. I tried Just For You services (read about the nutrition rules of the founder of the project Irina Pochitaeva - editor's note), and now I'm testing D-light. They bring dishes whose total daily calorie content does not exceed 1300 kcal. But I don’t eat everything from this menu, because, let’s be honest, lean pike perch with parsley leaves is not something you want to eat with pleasure in the middle of a working day. It turns out that the portions from D-light are enough for almost our entire office, and at the same time I am losing additional weight. Now I weigh 53 kg, and I have two kilograms left to “finish off”.

A: Next to our showroom there are “Simachev”, gastrobar “Tehnikum”, cafe “Academy”. That's where we go.

Yu: I can go to Simachev on the weekend. But you need to understand that this is a real anti-healthy lifestyle with delicious sandwiches.

A: Now I try to eat a lot of protein. I'm not a meat eater, but I'm trying to reduce my carbs this way. Although if I want to eat a piece of cake, I will eat it. I think I could live on carbohydrates alone!

Yu: Alice and I have had different body types since birth. Just like character. She's thinner. I’m also not prone to being overweight, but if I eat at McDonalds without a twinge of conscience and wash it all down with two glasses of wine in the evening, everything will very quickly affect my sides. The difference is that Alice and I can eat the same, only she will lose weight and I will gain weight.

-Which of you is the biggest beautyholic?

A: Julia is responsible for this. I can actually go have tea now, and she’ll tell you everything!

Yu: Yes, I have a real beauty store at home. When I started working as a makeup artist, I graduated from school, they told me that I needed to buy cosmetics and gave me a list. I came home, and I already had all this. At the age of 15 I had chemistry for the first time, and that’s where it all started. Continuous experiments: now a short haircut, now dyed blonde, now brunette. Now I have hair extensions from BuroBeauty and I am very pleased! I see that even men react differently. All these experiments give me the feeling of a new person, so I feel very harmonious now. Although, perhaps in a month I’ll think about how I could even do this.

- Which makeup artist do you trust with your makeup before events?

Yu: I clearly know what suits me and what doesn’t, and I tell makeup artists about it. Most often it comes to the rescue. She does perfect makeup and hair styling and always feels exactly what I want. She also helped us during the shooting of the Haute Сouture collection. But, of course, in ordinary life I can put on makeup myself. At home there is a whole battery of foundations.

A: Very rarely do I turn to Buro Beauty makeup artists for help: they apply foundation and color my eyelashes. This is my evening maximum.

In real life I don't wear makeup at all. That's why I'm not a fan of mascaras; I can use one for a year. But I like to mix tones or apply them in layers: for example, first BB cream (I blot it with a napkin), then a light foundation. I have a lot of BB creams that I add to my foundation. I love the Armani Maestro Fusion Make-Up tone. I'm also a fan of eyebrow gels. The best remedy created by Bobbi Brown, the dark shade is simply reinforced concrete.

- Do you have beauty rituals?

Yu: Once a week we go to one cosmetologist - Dr. Vicky. I do sculptural and buccal massages with her, and RF lifting with the Scarlet apparatus. The point is that disposable attachments with thin needles are put on the device, which pierce the skin, and then a current charge is directed there. It sounds terrible, but the sensations are tolerable, and the effect is amazing - the skin is smoothed. I advise you to start with the neck: there is no need for anesthesia.

In general, I have four cosmetologists. One of them works in my house at World Class. I can go to her in the evening when I want to relax. At Buro Beauty I go to master Natalia, she is responsible for wonderful relaxing facial and neck massages and Biologique Recherche treatments. Another cosmetologist gives me Botox injections in the area between the eyebrows. I recently tried contouring.

A: I go for procedures on Yulia’s advice.

We even have one manicurist and pedicurist who works at the World Class club in Yulina’s house. We meet with a cosmetologist every week, we do Botox injections and peelings.

I also love manual massages, the old fashioned way.

At Buro Beauty I once tried anti-cellulite massage with cupping, but for me it was a very aggressive procedure. Afterwards, bruises remain and it feels like you were kicked for a week. Yulia and I have been doing massages all summer in Forte dei Marmi, right on the beach with a Chinese woman. The skin after them is perfect. But I can’t stand saunas and steam baths. I know it’s useful, but physically it’s hard for me to bear the heat.

Yu: I love LPG massage. But it must be done by the right person. A very talented guy, Alexey, works at the medical center in Krylatskoye. After his massage, you lose one and a half kilograms of weight and decrease in volume by one and a half centimeters. I never go to male massage therapists, but LPG is an exception because it needs to be done in a suit. And a year ago in Kazan, at Luciano, I tried a detox weight loss program.

- Did you like it?

Yu: I was rather disappointed. But not the place (it’s actually very pleasant), but the approach to detox itself. You don’t eat, you do a lot of procedures, and you spend almost all your time in your room. After Kazan, I realized that I would never lose weight by starving. I didn't drop anything except muscle mass. I simply didn’t have enough energy for sports.

In the spring, I found an Indian doctor who studied my medical record and prescribed an oil massage. I went to see it every morning for a week and was euphoric the entire time. Now I want to go to an Ayurvedic center in India.

- Tell us about your favorite beauty products?

Yu: Recently, our cosmetologist Vika recommended the Obagi brand. I use a toner, cleanser, day and night cream, and an exfoliator that needs to be done once a week. A big plus of Obagi is that all products are contained in bottles with dispensers. I also love the brands La Mer, Thalion, Biologique Recherche. But I don’t use everything from the latest brand because of the specific smells. I remember I couldn’t stand one mask on my face for 15 minutes. Alice and I brought Rilastil body cream from Italy - we are wildly delighted with it!

Favorite brand of hair products is DixidoxDe Luxe. I have sensitive scalp, so the brand's shampoos, conditioners, and masks are ideal for me. Now I use Eliokap shampoo, you can add phytoessences to it (for example, for hair growth and moisturizing). Recently we tried Korean organic shampoos Moran Professional. Good products, but very cold on the skin.

I don't use perfume at all. I like body odor, so I only apply Chanel Chance neutral deodorant. Because of this, my friend and colleague Alla even stopped using selective perfume. Strong aromas immediately give me a headache.

A: I use almost the same products. I also have Biologique Recherche toner - everything about it is wonderful except the smell. Favorite perfume - Molecule 02 Escentric Molecules. We've been together for so long that I don't feel him at all.

  1. Tell us about your unusual choice of name for your daughter.

Oddly enough, the choice of name is not an idea made many years ago, as happens with many, but rather a matter of chance. When I was six months pregnant, one day, while talking with an old friend, whose wife, by the way, was also pregnant with a girl at that time, we discussed names. My husband and I had several options for names, but none of them stuck and there was no feeling that this was it. And here is my friend in a conversation about female names told me funny story about how he met his first love at school age. Several children, it seems, from the Baltic states, came to their school as an exchange student. His whole story consisted of how he described meeting one of the girls who came to them. “Hello, my name is Yura, what’s yours?” “And I’m Petya,” the friend says with a laugh. A full name this girl was Petra. When I heard this name, I realized that it was perfect for our daughter and there simply couldn’t be any other options. By the way, we also call Petra Petya at home.

  1. You have a very sociable child. How are you developing Petra?

In fact, Petya is a child of moods. At times she is very sociable and cheerful, and at times she does not react at all to what is happening around her and simply does not want to communicate. Maybe this feature is inherent in all children aged two to three years, I don’t know, this is my first child. But we try to do everything to keep it open. She meets a lot of different people during the week, and this is sure to be very helpful in developing sociability. For example, 3 times a week she goes to educational classes with a group of the same kids, where they sing, dance, sculpt, draw, learn letters and numbers and just have fun with each other. In addition, 2-3 times a week Petra goes to the gym for physical exercises, where she can jump, tumble and run to her heart’s content under the supervision of a trainer. Also, a teacher comes to her 2 times a week in English, and they spend 2 hours together. On Sundays, I take Petra to our newly opened store in Barvikha, where I dress up the mannequins, and she just does whatever she wants. This is kind of our tradition, and when she leaves, she happily tells everyone that she is going to work.

  1. For the shoot, you yourself chose Petra’s outfits and some of these boys’ clothes, tell us about the unusual choice and style you preferred for this shoot.

I myself often rummage through my husband’s wardrobe. I love shirts, oversized t-shirts and oversized jackets. I often buy clothes for Petya in the boys’ departments. This is more likely due to the very limited selection of cool things for girls. Huge cake dresses, pink clothes, bows, rhinestones and everything like that definitely don’t fit into Petra’s wardrobe. This is not at all because I really wanted a boy - by the way, quite the opposite, I dreamed of a girl - but because I want to see my daughter dressed fashionably and coolly. For example, can you find jackets for girls anywhere? Or cardigans without bows? And boys always have a large selection of such things. You can always dress your child in a T-shirt, cashmere sweatpants, an unbuttoned plaid shirt and a trench coat on top - and all this with sneakers or rough boots. At the same time, let her long hair down. Candid girly outfits make me sad, forgive me. But this is my personal opinion, I, of course, do not impose it on mothers who are delighted with pink tutu dresses and stripes with a huge flower on the still hairless heads of six-month-old girls, this is definitely a matter of individual taste.

  1. What is the most honest thing for you in your relationship with your child?

The most important thing for me is not to get what I need from Petra at any cost. At any age, even when the child does not quite understand what is happening, and he lacks connections between the action and the result, you need to remember what he feels intuitively. I don’t dwell on this topic, I don’t think every minute about how to behave, what to say, where all this will lead, etc., but I adhere to the rule of explaining everything, agreeing on compromises and, most importantly, doing what I said , even if Petra forgot about it herself. This will build trust in the parents' words. But I won’t hide that there are situations that all parents of children Petya’s age know about. Sometimes she just cries, refuses not only to negotiate, but even to listen to what they tell her. This is where a harsh parental word begins to work, which is not subject to appeal. This is difficult and unpleasant, but without showing toughness there is no education.

  1. If you were to describe yourself as a mom, what would it be?

I'm a thorough mom. I have everything under control. Working without being at home all days, often including Saturdays, I know thoroughly what Petra is doing, how the day goes, what she ate and drank, how she is in her mood, etc. The nannies keep a diary where absolutely everything is described. I really am one of those moms who is constantly looking for the best in everything. But this trait has real disadvantages. First of all, rigid views on almost all issues concerning the child. Plus the inability to switch off and, as a result, my virtually constant state of alert to solve any issue. This is quite exhausting, and I try and learn to approach some issues more simply and easily. Advice from a child psychologist is very helpful. We have our own permanent doctor who comes about once every six months and gives advice based on age characteristics child.

  1. Do you have any family traditions?

The most important thing is Sunday lunch with the family. My parents and Yulia come to us, we prepare dinner and all sit down at the family table together. Petra usually sits at the head. Recently, it has become a tradition to go “to work” to our new store after a family dinner.

  1. Does your family, mother and sister, take part in raising Petra, do they help you work with her?

Parents help a lot. They take Petra to all her classes, mom takes an active part in nutrition, makes sure that the right, necessary products are available and food is prepared. The most important thing is that they live very close to us, and I am always calm. This is a very important feeling of stability and trust in your loved ones, on whom you can rely at any moment. And my sister brings tons of toys, from an electric car to small dolls, soon even in our fairly large playroom we will run out of space.

  1. What do you think a fashionable mom is? Does it have more to do with clothes and appearance or the way she raises her child?

Probably it's all together. In this matter, the main thing is not to chase after something, but to build everything with your own hands. It seems to me that only in this case everything will be organic. And if, for example, you carry a child with you everywhere, because it is simply fashionable, but causes real inconvenience for the mother, then this benefits no one - neither the child nor her. I don’t consciously take Petra with me anywhere until she is less than three years old. I don’t see the point in knocking her out of her usual schedule, forcing her to sleep in fits and starts in a car seat, fighting motion sickness in the car, standing together in traffic jams. And to be honest, I don’t care that it’s fashionable and a lot of people do it.

  1. What are your plans for the near future? Maybe you are considering some clubs or activities for your daughter?

So far everything is going as it is now. We'll see when we get closer to three years. We really want to introduce more English, plus there are plans for ballet school. But we’ll do all this closer to spring.

  1. What is Petra's favorite thing to do with you?

She loves to give out roles and recreate fairy tales in person. For example, I am most often a mother goat, and she is one of seven kids. We often build houses from large multi-colored cubes. She also likes to eat from my plate and try on my shoes. I don’t even know what will happen next...

The all-Russian public organization of families of fallen defenders of the Fatherland was created on the initiative of veterans “BATTLE BROTHERHOOD” at the Founding Conference on September 24, 2007 in the Cathedral of Christ the Savior in Moscow.

It was attended by 188 delegates from 74 regions of Russia, representing the interests of more than 50 thousand family members of the victims, as well as representatives of public and veteran organizations from 14 CIS and Baltic countries, state and executive authorities.

Patriarch of Moscow and All Rus' Alexy admonished the participants of the Founding Conference with the following words: “I know that the formation of the All-Russian public organization of families of fallen defenders of the Fatherland was caused by well-known sad circumstances in the lives of those who deserve full attention and help from the state and society. Let the activities of the created organization be successful, help to properly make up for lost time and protect the interests of those in need of help.

Today the Organization unites 67 regions of Russia. Of these: 33 regional branches have Certificates of legal registration, 7 organizations have become collective members, 27 regional branches are at the registration stage. The main goals of the Organization are: representing and protecting the rights and interests of the families of fallen defenders of the Fatherland, uniting the efforts of public organizations and government agencies to solve social problems of members of the families of fallen defenders of the Fatherland, creating a unified database, providing comprehensive assistance to regional branches in organizing interaction with the authorities of all levels and leading public organizations.

At the end of September 2007, the monument to the Internationalist Warrior, which rises in Moscow on Poklonnaya Hill, was visited by delegates of the Founding Conference of the All-Russian public organization of families of fallen defenders of the Fatherland. It was a short and moving ceremony of laying flowers by widows, mothers, and relatives of those who gave their lives for the good of the Fatherland.

A few hours after the last honors were paid to all those who died in local wars and military conflicts at the monument to the Internationalist Warrior, the opening of the Constituent Conference of the Society took place in the Hall of Church Councils of the Cathedral of Christ the Savior. The conference was held in a constructive, businesslike atmosphere. About 300 delegates from 73 regions of Russia took part in its work, representing the interests of more than 50 thousand family members. In addition, the Conference was attended by family members of those killed in local wars and armed conflicts from 14 CIS and Baltic countries.

The most active assistance and support in holding the Conference was provided by the All-Russian public organization of veterans “Combat Brotherhood”.

Based on the results of the Founding Conference, the Council and the Audit Commission were elected. The widow of the Hero of the Soviet Union, Lieutenant Colonel Pyotr Vasilyevich Ruban, Tatyana Viktorovna Ruban, was elected chairman of the organization by general vote.

"Give us the green light!"

The importance and relevance of this Conference can hardly be overestimated, since the time itself required the adoption of fundamental decisions to change the existing approaches in the relations of the authorities and society towards the mothers, widows and children of the deceased defenders of the Fatherland. Their representatives gathered from all over the country. According to the report of the Credentials Commission, 108 mothers of fallen soldiers, 41 widows, and 11 fathers who lost their sons took part in the work of the Conference. Besides them, brothers, sisters, children... How many of them are there, such disadvantaged people, in Russia? Finding out everyone by name, understanding the problems and helping to solve them - this, perhaps, should be the primary task of the newly created organization.

So, on the agenda of the Conference are speeches by delegates, elections of the chairman of the Organization, members of the control and audit commission, the Council of the Organization, as well as approval of the text of the appeal of delegates to the deputies of the State Duma with a request to develop and approve a Federal Law “On the status of family members of fallen defenders of the Fatherland.”

As part of the Founding Conference, His Eminence Metropolitan Juvenaly of Krutitsky and Kolomna held a solemn litany.

Next, the Chairman of the All-Russian public organization of veterans “Combat Brotherhood”, Governor of the Moscow Region, Hero of the Soviet Union Boris Vsevolodovich Gromov addressed the audience with a welcoming speech. He called the Conference on the creation of an All-Russian public organization of defenders of the Fatherland “very important and timely.”

We all know very well, understand, feel with our soul, heart, and consciousness our duty to our fallen comrades. And we will always emphasize this in our work,” he said. - We will always be close to those who lost their loved ones in any war: either Afghan, or Chechen, or when solving any other problems in the course of protecting the interests of our country. Today we are proud to say that our comrades showed courage and heroism in carrying out their assigned tasks. Today we confirm our readiness to the fact that we are fully and completely ready, as before, to work together with you, dear mothers, dear relatives of those who did not return from the battlefields. We are always ready to support you at any moment. Moreover, we all understand perfectly well that memory is sacred and should live in us constantly and it will always be with us. But something else is also important. Every family has children and grandchildren who should know that their fathers, brothers, husbands really showed examples of courage, heroism and died for their Motherland. We naturally understand this and will do everything in our power to ensure that these families experience as little inconvenience as possible in life, as little as possible of all possible difficulties... I believe that the creation of an All-Russian public organization of the families of the victims defenders of the Fatherland - this is a very right, very necessary step, because solving problems together is much easier and more correct. Today has come the day when in our country the families of the victims must unite into an All-Russian public organization and continue to help everyone solve common problems together.

The duty of those living on earth.

Metropolitan Juvenaly of Krutitsky and Kolomna conveyed a message to the delegates of the Conference from Alexy II, Patriarch of Moscow and All Rus'.

There are no people who are not afraid of death, but there is a force that helps a person accomplish a feat. One becomes a hero when the heart is moved by love; it is both the main content of our faith and the true meaning of earthly existence. There is no way to return the fallen to earthly life, but the duty of the living is to preserve the prayerful memory of the heroes and take care of their orphaned families.

Our realities.

First Deputy Chairman of the Veterans Organization “Combat Brotherhood” Lev Borisovich Serebrov, in his emotional speech, told the audience about the colossal work carried out by the “Combat Brotherhood” on the eve of the Conference.

The “Combat Brotherhood” has been moving towards this event for many years. Letters have arrived before, there were proposals from almost all regions: “We must! Necessary! Necessary!". But it was necessary to make sure that this organization would not be stillborn. People really need it, it will work, and above all for the benefit of you, those present here and those who are not here. Why exactly did the “Combat Brotherhood” take on such responsibility? Because helping veterans, the disabled, and the families of the dead is the primary, I would say, statutory duty of the members of our organization. Because the “Combat Brotherhood” is 77 regional branches with a total membership of 60 thousand people. The local wars and military conflicts that befell us have left a deep imprint on our hearts and the hearts of those who have gathered in this hall today. They broke many human destinies, morally and physically crippled the best people of society... Wars took away our relatives and friends, leaving parents without a son, young wives widows, children orphans. We are proud of our comrades in arms who carried out the order of our homeland at a price own life. With a feeling of great sorrow, we bow our heads low before their courage and heroism. On this day, here in the Hall of Church Councils of the Cathedral of Christ the Savior, we undertake to do everything in our power so that the families of the victims constantly feel the help and support of the “Combat Brotherhood”.

And this is not just a tribute to memory. The newly created All-Russian public organization of the families of fallen defenders of the Fatherland must take care and responsibility for the fate of all families of the deceased, represent and defend their interests at all levels of government.

Are the goals clear and the tasks defined?

All members of the families of the fallen defenders of the Fatherland share a common grief, and for many years it is communication that helps them alleviate the severity of the pain. The founder of the Organization is the All-Russian public organization of veterans “Combat Brotherhood”, and this is not without reason. Because over the course of many years, people turned to the “Combat Brotherhood” with a request to create a single body that would coordinate the work of all regional branches.

The main task of the Organization will be to protect the interests of the families of fallen defenders of the Fatherland. It is designed to raise to the proper level the problems of social protection of families of victims in the legislative and executive authorities Russian Federation, as well as to promote the timely and full implementation of benefits, guarantees and compensation established by law for family members of fallen defenders of the Fatherland.

One of the main tasks, I believe,” T. Ruban shares his plans, “is to achieve improvement of federal laws and other regulations of the Russian Federation on rights and benefits, compensation for the families of fallen defenders of the Fatherland.

We will collect and analyze information, work experience in regional offices and will develop our proposals, methodological manuals and, of course, send them to the regions.

The most important thing is not to forget anyone, not to leave anyone unattended, to reach the most remote corner of the country where there is a family of the deceased, and try to pay attention to each one.

I really want the families of the victims to finally believe in our state. After all, often when you call a widow or mother, you understand that the organization is not perceived as a public one. Families think that it was the state that remembered them.

The tasks of the All-Russian public organization of families of fallen defenders of the Fatherland include work on the patriotic education of the younger generation using the example of soldiers who died in Afghanistan, Chechnya and other local wars. Work at a new level, with new specific approaches. The organization also wants to promote increased respect for the families of the victims in society. Today, the families of the victims are the most vulnerable category of citizens.

Many mothers are left alone, and there is no one to lend them a helping hand, and indifference and oblivion hurt the most. Therefore, the need arose to adopt the Federal Law “On the status of family members of fallen defenders of the Fatherland.” This will allow us to change attitudes towards this category of citizens.

It is impossible without compassion to look into the eyes of a mother, father, children, wife, who have been carrying their painful grief for many years. It is impossible to bring back fallen soldiers, but you also cannot humiliate them with lack of money and bureaucratic arbitrariness. We will try to do everything in our power to help the families of the fallen defenders of the Fatherland.

All-Russian competition of children's and youth drawings

"I will never forget you!".

It would seem that what connects modern children, lovers of computer games and parties, with the word war. And, it turns out, a lot... A group of veterans frozen at the Eternal Flame; children fleeing German planes; a soldier rising to attack at the Brandenburg Gate, a lonely figure of an elderly woman against the backdrop of a window with reflections festive fireworks... Fight in a mountain gorge; a young guy in camouflage with a rescued girl in his arms, paratroopers leaving into the red sunset... This is also war, war new history. And all together - works sent to the All-Russian competition of children's and youth drawings, dedicated to the memory of the fallen defenders of the Fatherland and dedicated to the 20th anniversary of the withdrawal of Soviet troops from Afghanistan. "I will never forget you!" This is the name given to this competition by its initiators, the All-Russian public organization of families of fallen defenders of the Fatherland. An organization that has only been two years old since its establishment, but in this short period of time has managed to unite 67 regional branches around itself, effectively represent the interests of 50 thousand family members in the corridors of power, and create a working group to prepare proposals for the draft Law “On the Status of Family Members of the Victims.” defenders of the Fatherland." Speaking about the objectives of the competition, Chairman of the Organization T.V. Ruban noted that its main goal is to increase the patriotic education of young people. It is also important to attract the attention of the public and government agencies to the activities of the organization.

We ourselves did not expect that there would be so much work. They contain human pain and thirst for life, pride in veterans and the memory of those who did not return from the war. If children draw this, it means they are interested in the history of their homeland. And so that they grow up to be true patriots, our Organization throughout Russia conducts Lessons of Courage in schools, colleges, and cadet corps. After all, it is so necessary that our children know that veterans of the Great Patriotic War, veterans of combat operations in Afghanistan and Chechnya live next to them. They remembered how many young people died on the battlefield defending their homeland.

The main shrines for them will remain such concepts as: honor, loyalty to duty and one’s Fatherland. And they will always write the word Motherland with a capital letter!

The competition was held in three stages. The regional qualifying round received 3,437 drawings from children from 36 regions of Russia. 149 young artists reached the finals of the competition. To the members of the jury, which was headed by Victoria Anatolyevna Larionova, a famous painter, member of the Union of Artists of the USSR, president charitable foundation to support the creative youth of Larionov and Kulikov, it was very difficult to choose the best from such a number of drawings.

According to her, the work was simply amazing. “Everything corresponded to the stated theme, which rarely happens at competitions. And although the theme was stated to be adult and difficult, the guys surprisingly coped with it perfectly. There were complex, multifaceted works, and there were also simple, but childishly touching ones. There were a lot of drawings where a soldier saves children, very dynamic scenes, and this is no coincidence, which means that it is from a human warrior that children first of all expect help in extreme situations.”

As a result, the jury awarded diplomas to all participants in the final, and 9 people became winners. First places in three age categories took: Zaur Dzeranov from North Ossetia, Dasha Grishina from Belgorod and Tatevik Anakhatunyan from Kaluga.

The awarding of the winners and laureates took place at a ceremony at the Central Museum of the Great Patriotic War of 1941-1945. on Poklonnaya Hill. A lot of kind words were said to the guys. Well, it's big festive concert, a sightseeing tour of the Central Museum of the Great Patriotic War turned the final stage of the competition into a real holiday that will forever remain in the memory of its participants.

ON THE PROTECTION OF INTERESTS

The next meeting of the Council of the All-Russian public organization of families of fallen defenders of the Fatherland was held on the territory of the Kolontaevo holiday home in the Noginsk district of the Moscow region. It was attended by 49 members of the Council, representing 44 regional branches of the Organization. One of critical issues discussed at the meeting was the Appeal of the heads of the regional branches of the Organization to the President of the Russian Federation D.A. Medvedev. What was the result of this message and what did the families of the fallen defenders of the Fatherland want to achieve with this action?

In an Address to the President of the Russian Federation D.A. Medvedev focused on the plight of the family members of the fallen defenders of the Fatherland and, of course, on the need to restore order in the legislation relating to their social protection. The leaders of the Organization hoped for a meeting with the President, but in return they received only a response from the Ministry of Health and social development Russia signed by its leader T.A. Golikova. It provided detailed information about those legislative acts on the basis of which members of the families of the deceased have the right to benefits, allowances and other benefits. On the merits of the main issue, it was said that the new Federal Law “On the status of family members of fallen defenders of the Fatherland,” which needs to be adopted, will lead to duplication of existing laws and therefore it is inappropriate to do so.

“If you compare our proposals with the response from the ministry, you can see the difference in approach,” T.V. noted in her speech. The new Federal Law could accumulate all the benefits that are due to members of the families of fallen soldiers, while now their implementation is scattered between ministries and departments, which leads to discrepancies.”

Analyzing the work over the past two years, Tatyana Viktorovna emphasized that this period can still be called the time of formation of the Organization. She noted that 18 branches already have certificates, another 17 have become collective members of the All-Russian public organization of families of fallen defenders of the Fatherland. “In total, 35 organizations out of 67 acquired official status as part of the All-Russian organization. Another 19 public organizations have received documents and are at the registration stage, the chairman informed.

In the current economic conditions, support for the Organization’s branches by local administrations, legislative authorities, and the public is important. This is perhaps the essence of the effectiveness of their work. Therefore, the issues of intensifying the work of the Organization and its interaction with authorities served as the topic of further conversation at the Council.

How are working contacts established with other veteran organizations in all regions of the Russian Federation? What helps in the work of providing comprehensive assistance to families who have lost their breadwinners?

Since the beginning of 2008, members of the Council began to travel to those regions where there are serious problems with supporting the families of the victims, having previously studied the situation on the ground and prepared specific proposals. During this time, business trips took place to Smolensk, Kaluga, Astrakhan, Saratov, Leningrad region, St. Petersburg, the Republic of Kalmykia and Veliky Novgorod. After joint work with the regional authorities, in a number of cases it was possible to equip offices in 40 regional branches, allocate office equipment (to 34 branches), increase payments to the families of the victims, and reduce fees for public utilities and telephone (in Kaluga, Kostroma, Kurgan, Perm, Krasnoyarsk, Arkhangelsk). In seven regions, Memorials are ready to open.

During the reporting period, many events were carried out that contributed to the promotion of the work of the Organization and the implementation of its statutory goals. For example, the leaders participated in a television program dedicated to the 20th anniversary of the withdrawal of Soviet troops from Afghanistan on the TVC channel, where they acted as experts, talking about the state’s attitude towards war participants, and about the current situation of members of the families of the victims. Lessons in courage, participation in the “Mama Street” festival in support of children from disadvantaged families, preparation and holding of the All-Russian children’s drawing competition “I will never forget you”, discussion of pressing problems and ways to solve them at round tables, at meetings with State Duma deputies , with heads of various organizations.

And the activities of the Organization did not go unnoticed - by decision of the Supreme Council of the National Association “MEGAPIR”, for its active work, it was awarded the title of laureate of the “Public Recognition” forum and awarded a diploma.

At the last Council, the work of the All-Russian public organization of families of fallen defenders of the Fatherland was recognized as satisfactory.

OUR COMMENT

The reporting period became a defining stage for the All-Russian public organization of families of fallen defenders of the Fatherland, and not only in organizational terms. Over these two years, the ideological and social foundations of the organization’s activities were formed. Proposals for changes and additions to the legal framework have been formulated.

The ideological component was determined by the work to perpetuate the memory of those killed in defense of the Fatherland, including the initiation of measures to improve the arrangement and maintenance of military graves, strengthening military-patriotic work.

The basis of social policy is the work to provide targeted assistance to the families of fallen military personnel and the involvement of regional authorities and business representatives.

Of particular value is bringing proposals from Russian mothers to change and improve legislation to regional legislative assemblies and the State Duma of the Federal Assembly of the Russian Federation. In particular:

Adoption of the Law of the Russian Federation “On the status of a family member of a deceased serviceman”,

Revising the survivor benefit; including equating the mothers and relatives of the missing with the mothers of the dead;

Setting the retirement age for mothers who have lost their breadwinner at 50 years;

Payment of travel to the burial site for all close relatives of the deceased once a year.

Protecting the interests of the families of the victims, providing assistance in improving their situation, lobbying for the interests of the families of the fallen defenders of the Fatherland is the prerogative of the All-Russian public organization of the families of the fallen defenders of the Fatherland.

TRAVELING BOARD

The venue for the next meeting of the Board of the All-Russian public organization of families of fallen defenders of the Fatherland was the city of Vladimir.

“We long ago came to the conclusion that it is more effective to hold Board meetings in the outback. As they say, there is an opportunity to show yourself and look at others. No reports or visits of regional leaders to the capital can replace live communication directly on the spot. By the way, our last gathering place was Kaluga,” said T.V., chairman of the All-Russian public organization of families of fallen defenders of the Fatherland. Ruban. Visits to the regions of Russia by the leadership of the Organization, meetings with top officials of the republic, region, region, city - all this strengthens the work of local organizations and makes it more productive. Often such support helps solve simple life questions with the allocation of premises, provision of office equipment and transport.

Before the start of the meeting, its participants, together with widows and family members of the fallen defenders of the Fatherland who had gathered from all over the region, laid flowers at the Eternal Flame of the Memorial to the Soldiers-Liberators. One can imagine with what feelings and thoughts the members of the Board and those invited began to discuss the issues on the agenda of the meeting.

The first step was to sum up the Organization's activities for the second quarter and approve a plan of main activities for the next period. As noted in the report by T.V. Ruban, all activities carried out by the Organization are subordinated to the main goal - protecting the rights and improving the social situation of the families of fallen defenders of the Fatherland. Today, special attention is required to issues related to the development and adoption of the Federal Law “On the status of family members of fallen defenders of the Fatherland” and the establishment of close ties between regional branches and governing bodies and leading public organizations. The chairman called on activists to more widely use opportunities to participate in significant events, to more often attract the attention of the public and government structures to the problems of family members of fallen defenders of the Fatherland. An example here is the recently held “Memory of the Heart” event in the city of Kirov. The leadership of the Organization, invited to the commemorative event, discussed the problems of widows and mothers whose sons did not return from battle with the administration of the Kirov region and the city of Kirov, the leadership of the regional branch of the “BATTLE BROTHERHOOD”, and the regional organization of war veterans. We found points of interaction. Moreover, the guests from the center were helped to clarify the conversations “at the top” by meeting with the families of the victims, which is traditionally held first on such business trips. This time, one hundred and twenty people gathered in the hall, each with their own pain and difficulties. Experts tried to provide comprehensive advice on social and legal issues. The leadership of the Organization is aiming activists at this style of work today.

“As practice shows, the success of the Organization’s work largely depends on productive interaction and cooperation with the All-Russian organization “BATTLE BROTHERHOOD,” S.N. drew the attention of those present. Gorokhov. This postulate is especially relevant for regions. Moreover, the tone of the dialogue between two leaders is influenced by a number of features: how long a particular department (organization) has existed, how much weight its authority has, how quickly problems are solved. But the most important factor here is moral, our conscience and honor. After all, when we lost our colleagues and battle brothers, we swore not to forget their parents and families. This word is firmly held in the Arkhangelsk region - the chairman of the regional branch of the Organization “BATTLE BROTHERHOOD” A.P. Braslavets; Belgorod region - V.A. Rodionov, Kirov region - V.N. Myshkin.; Saratov region - S.K. Avezniyazov, in the city of St. Petersburg - I.V. Vysotsky.

The Vladimir branch is a little over a year and a half old, but we can already confidently say that the milestone of its formation has been passed. The organization is represented in the councils of the governor, the regional branch of the United Russia party, business women of the region, and is a member of the Association of Veteran Organizations of the region. The activists were especially proud of the exhibition presented to the general public about their fellow countrymen who died in Afghanistan. It took many days of painstaking work. Invaluable material was collected that did not leave any visitor to the exhibition indifferent. And most importantly, its organizers were able to convey to people the grief and sadness of mothers, wives, children who had lost their dearest and most beloved sons, husbands, and fathers.

Head of the Volgograd regional branch of the Organization Lomakina Z.N. spoke about the rehabilitation center for combat veterans and family members of fallen servicemen, which has been operating since November 2007, about the traditional meetings of members of the Organization with school search teams and scientists from the panorama museum Battle of Stalingrad. As the experience of holding events with the participation of families of fallen defenders of the Fatherland has shown, their organizers often overdo it and create too difficult an emotional environment, forgetting about their health. But first of all, they need moral support, confidence that society has not forgotten them.

Of particular interest and debate at the meeting was the speech of the chairman of the Moscow regional organization of families of those killed in Afghanistan and Chechnya G.M. Magonova. As a leader working group on the preparation of proposals for the draft Federal Law of the Russian Federation “On the status of family members of fallen defenders of the Fatherland,” she informed the meeting participants about the work done at this stage. The proposals covered the traditional range of problems - pensions, medical rehabilitation, housing issues, education for the children of the deceased, etc. All comments and suggestions have been recorded and will be used in further work on the draft law.

After the meeting of the Board, a meeting was held with family members of the fallen defenders of the Fatherland in the Vladimir region. The head of the Social Security Department of the Vladimir city administration was invited to attend. Despite the hot weather, about forty people came to the regional center. The “temperature” of the conversation turned out to be no less than on the street. After all, they asked difficult questions. Why is there no financial support provided to the families of the victims in the region? Why are there no discounts on public transport? Where can elderly fathers and mothers of the deceased improve their health? The answers to them are yet to be found.

A regular meeting of the Council of the All-Russian public organization of families of fallen defenders of the Fatherland was held at the Kolontaevo Holiday House near Moscow. It was attended by the first deputy head of the Office of the Central Council of the All-Russian organization of veterans “COMbat BROTHERHOOD” I. G. Chernykh, the legal adviser of the Office of the Central Council of the All-Russian organization of veterans “COMbat BROTHERHOOD” A. M. Burmitsky and other representatives of the Office of the Central Council. 44 representatives of the Council of the Organization of Families of Fallen Defenders of the Fatherland from 39 regions of Russia gathered in the Moscow region.

On behalf of the Chairman of the All-Russian organization of veterans “BATTLE BROTHERHOOD” Boris Vsevolodovich Gromov, the Minister for Control Activities of the Moscow Region Government Viktor Karpovich Shilin took part in the meeting. In his speech, he noted the importance and timeliness of the creation of the Organization and the need to further unite regional branches to protect the rights and interests of the families of the victims.

“HELLO, MY DEAR....”

This is how the Chairman of the Organization T.V. greeted the audience. Ruban. “If a mother who lost her son in the war is also engaged in social activities“This is already a feat,” she said. Indeed, on the one hand, you can go crazy from the grief that overwhelms you. And on the other hand, having gathered your courage, throw all your remaining strength to help those who find themselves in the same, or even more difficult, situation. And make sure that when you help people and take on other people’s pain, your strength, which seems to have dried up to the very bottom, is reborn and strengthened every day.

Tatyana Ruban’s speech was dedicated to the results of the Organization’s activities for last year. The results are impressive: out of 67 regional branches included in the Organization, 25 already have certificates of state registration, ten have become collective members, and work on legal registration is now underway in 11 regional branches.

The most active in working with the families of fallen soldiers were regional organizations in the Kirov, Samara, Perm, Kaluga, Omsk, Belgorod, Novgorod, Arkhangelsk, Kurgan, Saratov, Volgograd, Vladimir, Kemerovo, Lipetsk, Smolensk, Tyumen, Astrakhan and Moscow regions.

Among the republics, the activities of branches in Mari El, Dagestan, Udmurtia, Bashkiria, Kalmykia, Komi and North Ossetia are especially noticeable. The branches in the Trans-Baikal and Krasnoyarsk Territories also showed themselves in business.

Business trips are planned for representatives of the organization to the Magadan region, the Republic of Mari El, the Novosibirsk, Penza, Irkutsk, Kaliningrad regions, the Republic of Karelia, the Kostroma, Tambov regions, the Primorsky Territory, the Ryazan, Sverdlovsk regions and the Khabarovsk Territory.

“In order to know exactly how work is going in the regions, it is necessary to go to the field,” members of the Organization’s Board are convinced, “Only then can we really help in solving existing problems.”

That is why during the reporting period the leadership of the Organization sought to visit the regions as much as possible. During a working trip to Saratov, T. Ruban and E. Rodionova took part in a ceremonial meeting dedicated to the opening of the memorial “Countrymen who died in local wars”, the Civil Forum of the Saratov Region, and also met with the Governor of the region, Pavel Leonidovich Ipatov. But the main purpose of the visit, of course, was to meet with the families of the victims. According to the deputy chairman of the organization, Elena Rodionova, this meeting was “extremely useful and very productive.”

In June, at the invitation of the Kirov regional branch, the chairman of the Organization traveled to Kirov to participate in the annual meeting of family members of fallen defenders of the Fatherland “Memory of the Heart”. It was attended by 120 family members of fallen soldiers, representatives of city and regional administrations and leaders of the regional branch of the “Combat Brotherhood”.

Tatyana Ruban and Elena Rodionova especially noted the fact that in Kirov the tribute of high respect from the local administration to the family members of fallen soldiers was most clearly demonstrated. The first to lay flowers and wreaths at the memorial were the parents, widows and children of the victims, and only then - the city's top officials and guests. At the meeting with the families of the victims, a number of problems of parents and widows whose sons and husbands did not return from the battlefield were discussed. Common ground was found with the local administration on almost all pressing issues. “It was obvious that the head of the branch of our Organization, Leonid Fedorovich Dorofeev, enjoys high and well-deserved authority in the region,” noted Tatyana Viktorovna.

In July, a visiting meeting of the Organization’s board took place in Vladimir. After the meeting, a meeting was held with members of the families of deceased servicemen living in the Vladimir region, in which representatives of the regional branch of the “Combat Brotherhood”, the Association of Combatants of the Internal Troops of the Ministry of Internal Affairs and the head of the social assistance department of the administration of the Vladimir region took part.

During the year, the Organization took an active part in a number of public events: in the commission on social issues Public Chamber, at a meeting of the working group of the Russian organizing committee “Victory”, etc.

LETTER TO THE PRESIDENT

Last year and the year before, immediately after the Council meetings, the Organization sent an Appeal to the President of the Russian Federation with a request to instruct the Government of the Russian Federation to develop a draft Law “On the status of family members of fallen defenders of the Fatherland.” “The future law itself should be such that the standards for social protection of the families of the victims are as close as possible to international standards,” T. Ruban is convinced. But, apparently, the proposals for the draft Law set out in this Appeal were not even read. For some reason, the response to the Appeal came from the Ministry of Health and Social Development. Where it was written in black and white that all the proposed amendments “... duplicate the norms of the current legislation...”.

Not satisfied with this “exhaustive” answer, Tatyana Ruban sent letters to the Chairman of the State Duma, Boris Gryzlov, and the Chairman of the State Duma Committee on Veterans Affairs, Nikolai Kovalev.

UNNAMED HEROES

At the meeting of the Council, T. Ruban expressed the general opinion that the work on identifying missing persons in our country is still not being carried out at the proper level. “Parents who lost their sons in the war should have a grave before which they could bow their gray heads,” says the chairman of the Organization. In January 2010, the Organization sent an appeal to the Minister of Defense Anatoly Serdyukov with a request to provide all possible assistance in accelerating work to identify the remains of missing soldiers, as well as to find funds to repair the memorial at the Bogorodskoye cemetery. In addition, a mournful date was not far off - the 10th anniversary of the first burial of the “unknown soldiers” in this cemetery.

“...Work to identify the identities of unidentified bodies of military personnel who died on the territory North Caucasus, is carried out as planned and is assigned to the 124th laboratory of medical and forensic identification - this answer came to the Organization from the apparatus of the Ministry of Defense. “The Ministry of Defense, in turn, is not authorized to provide assistance in the repair of the memorial at the expense of funds allocated from the federal budget...”

To be honest, this answer will seem at least strange to any sane person. Because in any civilized country, the state and society believe that they will always be in great debt to those who sacrificed the most precious thing for their salvation - life.

“I would also really like the descendants of the fallen soldiers to know why their fathers gave their lives,” T. Ruban noted in conclusion. - After all, the word “father” never entered the vocabulary of the children of many fallen defenders of the Fatherland. Their fathers died in distant Afghanistan, where a “hidden” war was going on, closed from society. And it would be simply wonderful for the leadership of the country (city, region) to gather these children, many of whom are now over 30, and in a solemn atmosphere to thank their fathers for the feat...”

PRACTICE AND LIFE

Unfortunately, practice and life show that officials do not always meet the families of the victims halfway. Quite the opposite.

The head of the working group for preparing proposals for the draft Federal Law of the Russian Federation “On the status of family members of fallen defenders of the Fatherland”, the chairman of the Moscow regional organization of families of those killed in Afghanistan and Chechnya, Galina Mikhailovna Magonova, brought information to the members of the Council of the Organization about the progress of work on preparing proposals for the draft Federal Law.

“They don’t want to hear us at the top yet,” Magonova summed up bitterly. “But we continue our work and now work targeted: both with State Duma deputies and with members of the Federation Council.”

The working group is preparing a whole package of proposals for this bill. The main goal is to bring it to a state in which the social security of the families of the victims will be as high as possible.

In turn, Viktor Karpovich Shilin proposed to begin by conducting an inventory of the entire regulatory and legal framework - in that part that concerns family members of fallen defenders of the Fatherland. And based on the results of the inventory, prepare the bill itself.

SARATOV SECRETS

The Saratov regional branch of the All-Russian organization of families of fallen defenders of the Fatherland received legal status not so long ago - on April 29 of this year. Before this, the local Union of Families of Dead Military Personnel was a collective member of the Organization. The head of the department, Lidia Mikhailovna Rzhevskaya, shared her “trademark” Saratov secrets of working with the legislative and executive authorities.

According to her, for a constructive dialogue with local authorities it is necessary to use a variety of methods of persuasion.

At one time, I proved to both the governor and all his deputies that in our region the families of the victims have an income below the subsistence level,” said Lidia Mikhailovna. “They flatly refused to believe it.” Then, on our own initiative, we conducted a survey of fifty families of the victims. In addition, war and labor veterans and Chernobyl survivors were also interviewed. And “suddenly” it turned out that the families of the victims really were living the worst of all. As a result, the regional administration instructed us to prepare a bill for the families of the victims.

Lidia Mikhailovna especially noted the importance of the work of regional branches with local media: “For example, we always invite the governor, vice-governor and other officials to all our events. Following them, the press and television follow, and the event takes on a completely different public resonance.”

“AND IN UDMURTIA...”

The Udmurt Republican branch of the All-Russian organization of families of fallen defenders of the Fatherland was legally registered two years ago, on September 16, 2008.

Its head, Natalya Gennadievna Ovchinnikova, spoke about the activities of the department. She performed emotionally, on the rise, in one breath, with a demonstration on the screen of the cinema and concert hall of photographic materials about the activities of the department. She also willingly shared her experience of working with top officials of the republic, heads of leading public organizations and veterans' associations. As the speech progressed, it became clear: the regional branch is very closely integrated into the cultural, political and social life of the region, which is very important for the successful activities of the organization. That is why in Udmurtia, by all accounts, work is actively being carried out on the patriotic education of young people and perpetuating the memory of the fallen defenders of the Fatherland.

GUIDELINES FOR SUCCESSFUL WORK

According to the Deputy Chairman of the All-Russian Organization of Families of Fallen Defenders of the Fatherland Elena Evgenievna Rodionova, within the framework of the Organization’s statutory activities, two targeted social programs approved at a meeting of the Organization’s board of directors operate in regional branches. The first is “On the procedure for the work of commissions to provide targeted social assistance to family members of fallen defenders of the Fatherland.” The second is “Psychological adaptation and rehabilitation of family members of fallen defenders of the Fatherland through the means of culture and art,” which are aimed at improving the quality of work with the families of fallen military personnel.

In addition to the above programs, the Board of the Organization approved a number of methodological recommendations - on the technology of writing socially significant projects and organizing the activities of regional branches. Their purpose is to provide practical assistance to the heads of regional offices in organizing daily work.

To improve interaction between regional branches, an “Information Directory about the heads of regional branches, addresses and telephone numbers” was also published. And the booklet “Still images of the Organization’s activities over the year” supplemented and expanded information about the work of the All-Russian Organization.

ON THIN ICE...

Summing up is not only a conversation about achievements, but also a reason to raise topical topics and talk about painful issues. But judging by the stories of the mothers who arrived, there are still a lot of unresolved problems. One of the most pressing is the level of material and social support for the families of the victims. Today, unfortunately, many more of them live below the poverty line and belong to the category of poorly protected citizens. So the All-Russian organization of families of fallen defenders of the Fatherland still has many tasks.

We cannot stop developing,” noted T. Ruban. You need to move forward, as if on thin ice - energetically and without stopping. Only then will we force the authorities to take us into account and achieve something.

"WE WILL NOT STAY ALONE"

“In order to understand us, you need to send your son or husband to war, and get back a funeral and a “cargo of 200.” And then try to come to terms with the fact that we have lost not just a defender of the Motherland, but also our dearest person, the breadwinner of the family, our beloved son,” these words of the mother, a soldier who died in Chechnya, were heard on Remembrance Day at the Bogorodskoye cemetery. They sounded with bitterness and resentment. And you can understand it. It turns out that the families of the fallen defenders of the Fatherland are mainly cared for and helped by combat friends, colleagues, veterans and public organizations. Against their background, government assistance looks very modest. This is probably why mothers and widows of fallen soldiers and officers strive to unite in their organizations to support each other, help each other survive grief, and return to life. And the main thing is to preserve the memory of sons and husbands who fulfilled their military duty to the end. One of such organizations is the All-Russian public organization of families of fallen defenders of the Fatherland, which united in its ranks more than 50 thousand family members who forever sent sons, husbands and fathers to war. Moreover, there is no division into belonging to a particular military conflict or a specific law enforcement agency. “After all, we all have one misfortune and grief; it cannot be divided into certain groups and subgroups. We all must be together,” the widow of the Hero of the Soviet Union P.V. tells our correspondent on the eve of International Women’s Day. Ruban, chairman of the All-Russian organization of families of fallen defenders of the Fatherland Tatyana Ruban.

The all-Russian organization of families of fallen defenders of the Fatherland has been operating for four years now. What is the main achievement during this time?

Most main result- this is that our branches are located in 67 regions of Russia. Of these, 37 have already decided on their legal status, 5 are at the registration stage. We express our sincere gratitude to the Chairman of the All-Russian organization of veterans “BATTLE BROTHERHOOD” Boris Vsevolodovich Gromov, and the First Deputy Chairman of the All-Russian organization of veterans “BATTLE BROTHERHOOD” Dmitry Vadimovich Sablin for their support and participation in the creation of our organization. Thanks to this, we have the opportunity to convey the pain and despair of thousands of Russian mothers and widows to government officials. And our voice grows stronger every year.

We managed to unite in our ranks previously disparate organizations that united only mothers or widows, only the families of fallen officers or soldiers, families whose sons and husbands served in divisions and units of the Ministry of Defense or the Ministry of Internal Affairs. Today our Organization is a member of the Public Council under the Ministry of Defense of the Russian Federation - a clear fact of recognition of the need for our activities.

Tatyana Viktorovna, how reliably are the families of fallen defenders of the Fatherland protected by the state today? What needs to be done to improve their social status?

Unfortunately, during meetings with the families of fallen defenders of the Fatherland, we receive information from different regions of the country about numerous social problems that no one wants to solve. People speak with resentment about the basic lack of attention to their requests, the inertia of officials, and the imperfection of the legislative framework.

Since 2007, we annually send appeals to the President of the Russian Federation, in which the red thread runs through the request to instruct the Government of the Russian Federation to develop a draft Federal Law “On the status of family members of fallen defenders of the Fatherland.”

But one gets the impression that our proposals for the draft law, set out in these appeals, are not taken into account and are simply passed on to other departments. Where do the disappointing answers come from: “the implementation of proposals aimed at developing a special law in relation to family members of deceased servicemen duplicates the norms of the current legislation.”

Naturally, this attitude forces us to take other steps in solving the problems of the families of fallen defenders of the Fatherland. We are actively seeking understanding and support from the Chairman of the State Duma of the Federal Assembly of the Russian Federation Boris Vyacheslavovich Gryzlov, the Chairman of the State Duma Committee on Veterans Affairs Nikolai Dmitrievich Kovalev, and the Minister of Defense Anatoly Eduardovich Serdyukov. We cooperate with many governors and city mayors.

Practice has shown that meetings with top regional officials provide an opportunity to significantly raise the authority of the heads of our departments and the importance of their work in protecting the rights and interests of family members of fallen soldiers.

Active cooperation with all state, regional and public associations makes it possible not only to draw attention to the problems of family members of fallen defenders of the Fatherland, but also to seek solutions to them.

For example?

At one of the meetings of the Coordination Committee joint activities veterans' associations, Hero of the Soviet Union Ruslan Sultanovich Aushev expressed the wish that by the 25th anniversary of the withdrawal of Soviet troops from Afghanistan, all veterans who fought abroad would be provided with housing. I would like to add to this wish: it is necessary to resolve the housing issue and all family members of those killed in defense of the Fatherland. Everything must be done so that mothers, fathers, widows and children of fallen defenders of the Fatherland do not feel inferior in their country. And to prevent this from happening, the authorities must know how the families of the victims live in the regions of Russia, and not judge the situation only by the standard of living in Moscow and the Moscow region.

To improve interaction and increase the quality level of work, we have produced an information directory with the addresses and telephone numbers of the heads of regional branches, published “ Guidelines on the technology of writing socially significant projects" and "Methodological recommendations for organizing the activities of regional branches of the All-Russian organization of families of fallen defenders of the Fatherland." Every year, booklets are published about the activities of the “Still Images of Working Moments” Organization.

Recently the IV Congress of the All-Russian Veterans Organization “BATTLE BROTHERHOOD” took place, of which you were a delegate. Besides you, who else represented the All-Russian public organization of families of fallen defenders of the Fatherland?

Our Organization was represented at the congress by five delegates. In addition to me and the Deputy Chairman of the Organization Elena Rodionova, the heads of regional branches took part in the veterans’ forum: Volgograd - Zoya Lomakina, Vladimir - Natalya Adamovich, Novgorod - Sergey Belov. Unfortunately, we were not able to speak at the congress, but our problems did not go unnoticed. In his report, the Chairman of the All-Russian organization "BATTLE BROTHERHOOD" Boris Vsevolodovich Gromov noted that the families of fallen soldiers have a lot of problems and asked all delegates of the congress not to leave them alone and to provide all possible assistance. “This is our sacred duty,” said Boris Vsevolodovich.

What problems, besides social ones, are of concern to regional organizations of families of fallen defenders of the Fatherland?

Unfortunately, work is slowly progressing to identify unknown soldiers who died in “hot spots.” Sixteen years have passed, and many graves still bear the inscription: “Unknown Soldier.” At the Bogorodskoye Cemetery alone, there are 143 graves with such an inscription.

And one more moment. If there are families who have officially applied to 124 TsLMKI of the RF Ministry of Defense with a request to identify the DNA of dead soldiers with the DNA of their parents and they have been refused, we are ready to help.

What principles are the work of your regional branches based on?

First of all, on the interaction and support of the “BATTLE BROTHERHOOD” organizations. Taking this opportunity, I appeal to the leaders of those regional branches of the “BATTLE BROTHERHOOD” that do not have branches of our Organization. Dear brothers, assist in the creation of our branches - and a huge layer of difficult morally and nervous work will fall from your shoulders. You can redistribute the freed up time and funds to solve other pressing problems. There is a good practice when the head of our department is a member of the board of the local organization “COMbat BROTHERHOOD”. Think about it. The families of fallen soldiers live their lives with pain, tears and unspent love. Sometimes they are difficult to understand. Only colleagues of fallen officers and soldiers, combat veterans are ready to empathize with their aspirations and hopes.

While visiting the regions, I noticed one peculiarity: where there is complete mutual understanding between the leaders of the local branches of the “BATTLE BROTHERHOOD” and our Organization, everything works out.

And where did such a friendly environment develop?

An example of such fruitful cooperation is the Saratov region, where the branch of the “BATTLE BROTHERHOOD” is headed by Sergei Avezniyazov, and the organization of families of fallen defenders of the Fatherland is headed by Lydia Rzhevskaya. Particularly indicative here was the active participation of Saratov residents in All-Russian competition children's and youth's drawing on the theme “I will never forget you.” It took place at the Central Museum of the Great Patriotic War on Poklonnaya Hill, where representatives of 39 regions of the country gathered. Alexander Braslavets works closely with the branch of the All-Russian organization in the Arkhangelsk region. And when trouble happened to the head of our department, Vera Zyuzikova, the veterans of the “COMbat BROTHERHOOD” were the first to come to the rescue. Faina Matyushevskaya and Deputy Chairman of the All-Russian organization “BATTLE BROTHERHOOD” Igor Vysotsky work in contact. They jointly resolve many vital issues for the families of fallen defenders of the Fatherland living in St. Petersburg and the Leningrad region. We are grateful for the support of our branches to Vladimir Myshkin, head of the Kirov regional branch of the “BATTLE BROTHERHOOD”; Alexander Odinochnikov - Kaluga regional branch, Khasanbi Gukov - Kabardino-Balkarian republican branch, Vladislav Kanevsky - Smolensk regional branch, Gennady Khrolenko - Novgorod regional branch.

It is gratifying to note that most of the leaders of the regional branches of the “BATTLE BROTHERHOOD” understand why this particular veteran organization became our founder, and provide significant assistance to the branches of the Organization of Families of Fallen Defenders of the Fatherland.

Tatyana Viktorovna, what would you like to say in particular?

Separately, I would like to say about the children of fallen soldiers, who should know why their fathers gave their lives. It would be wonderful if the leaders of the country, region, city gathered these children (regardless of wars and age) and in a solemn atmosphere thanked them for their fathers, for their feat. These children need to know that their fathers are proud and grateful for the memory of their children. It is important! Both for them and for society as a whole.

Patriarch of Moscow and All Rus' Alexy admonished the participants of the Founding Conference with the following words: “I know that the formation of the All-Russian organization of families of fallen defenders of the Fatherland was caused by well-known sad circumstances in the lives of those who deserve full attention and help from the state and society. Let the activities of the created organization be successful, help to properly make up for lost time and protect the interests of those in need of help.

From what? Let's look at the situation from the other side. In our regions, only four men, fathers of fallen soldiers, head departments, the rest are women. Beautiful, strong, active. People like Zoya Lomakina are the real leader of the Volgograd branch, an excellent organizer and inspirer of events that bring together mothers and widows of fallen soldiers. So recently, on the eve of March 8, she held a wonderful meeting of mothers. We have Tatyana Ilyuchik on our active roster - whose tireless activity does not allow the life of the Perm regional branch to stop for a day. There is Natalya Ovchinnikova, whose persistence in solving the problems of the families of fallen defenders of the Fatherland is well known in Udmurt Republic. Although the pain of loss never subsides, they coped with the misfortune and found the strength to help and support others every day. These women are real heroines. Working visit to the Orenburg region

Recently, the chairman of the All-Russian public organization of families of fallen defenders of the Fatherland, Tatyana Ruban, visited here on a working trip. She shared her impressions with the magazine's correspondent.

We discussed these and many other problems during a meeting with the Chairman of the Orenburg regional branch of the "BATTLE BROTHERHOOD", Deputy Chairman of the Regional Legislative Assembly Committee on Law, Order, Human Rights, Military Personnel and Cossacks Nadyr Ibragimov and First Deputy Minister of Social Protection of the region Vladislav Demin. The meeting was productive. We agreed on further cooperation and mutual support. The region has a “Defender of the Fatherland” program, according to which more than 1,100 people receive additional material support. Recently, Nadyr Ibragimov came up with an initiative: to increase the monthly cash payment to the parents and widows of military personnel killed in the line of duty from 700 to 3,000 rubles. The issue is now being considered in the regional Legislative Assembly.

Meeting of the Board of the All-Russian public organization of families of fallen defenders of the Fatherland

V Volgograd region

The city of Volgograd became the venue for a meeting of the Board of the All-Russian public organization of families of fallen defenders of the Fatherland. Representatives of the regional administration, Legislative Assembly, military commissariat, and Cossacks took part in it. A special guest of the meeting was Boris Grigorievich Usik, deputy director of the Panorama of the Battle of Stalingrad museum-reserve, an honorary citizen of the hero city of Volgograd.

During the reporting period (the second quarter of this year), a lot happened in the life of the Organization. important events. One of them was joining the All-Russian Popular Front. The chairman of the All-Russian organization of families of fallen defenders of the Fatherland, Tatyana Ruban, informed the audience about this. This fact will have a beneficial effect on the nomination of heads of regional branches of the Organization to deputies of Legislative Assemblies, municipal authorities and Public Chambers of the constituent entities of the Russian Federation.

Among the most significant events in which the Organization took part were meetings of the Public Council under the Ministry of Defense of the Russian Federation and the International Advisory Council of Reserve Officers' Organizations. A meeting was also held with the leadership and general inspectors of the Russian Ministry of Defense, at which the problems of the families of fallen defenders of the Fatherland were discussed. Of great interest to visitors to the Memorial 2011 exhibition, held at the end of June in Moscow, was the stand telling about the activities of the All-Russian public organization of families of fallen defenders of the Fatherland.

The chairman of the Volgograd regional branch of the organization, Zoya Lomakina, shared her experience of interaction with public organizations and veterans' associations, the city and regional administration. Under her leadership, active work is underway to attract private sponsors. All this makes it possible to provide financial assistance to mothers and widows. For example, regularly provide them with food packages. The department works closely with military registration and enlistment offices, in particular in caring for the graves of fallen soldiers and perpetuating their memory. Everything possible is being done to ensure that the children of the fallen defenders of the Fatherland receive a decent education. Many problems of the families of the victims can be resolved with the help of the heads of districts of the Volgograd region. The Volgograd regional branch of the All-Russian organization “BATTLE BROTHERHOOD” provides great assistance in the work. SUMMING UP, MAKING PLANS

“Working with family members of fallen defenders of the Fatherland is not just spelled out in the Charter of the All-Russian public organization of veterans “BATTLE BROTHERHOOD”, it is a matter of honor for all of us who returned alive after going through terrible trials of war,” he said, welcoming members of the Council of the All-Russian public organization of families of fallen defenders Fatherland, who gathered for their regular meeting on September 22 in the Noginsk district of the Moscow region, the first deputy head of the Office of the Central Council of the Organization I.G. Black.

The topic of interaction between these organizations, the ability to build their relationships with government agencies, parties, legislative bodies in the regions was repeatedly raised at the Council meeting, which was attended by the heads of 43 regional branches of the All-Russian public organization of families of fallen defenders of the Fatherland, uniting parents, widows and children of those killed in hostilities in Afghanistan and other armed conflicts.

This topic was also touched upon in her report by the Chairman of the Organization T.V. Ruban, noting that “the ability to negotiate is the key to the successful activities of regional branches.”

Having informed the Council members that out of 67 regional organizations of families of the victims, 27 have certificates of legal registration, 11 organizations are members of the Council as collective members, and in three regions the registration of branches is being completed, she noted that another 29 regional branches of the organization operate without legal registration, which greatly complicates their work. The most active chairmen of regional branches were named, and a plan of main events for 2012 was presented. And everything that was carried out and in which the Organization actively participated during the reporting period could be clearly seen in a slide show on the big screen. This is a business trip of Council members to the Rostov region and the Organization’s entry into the Public Council under the Russian Ministry of Defense; participation in the IV congress of the “BATTLE BROTHERHOOD”, participation in the Remembrance Day at the Museum of those killed in Afghanistan and Chechnya, and a trip with members of the Public Council under the Russian Ministry of Defense for an inspection to the Military Aviation Engineering University of Voronezh; service on the International Advisory Council of Reserve Officers' Organizations; participation in the International Exhibition “Memorial-2011”, a visiting meeting of the Organization’s Board in Volgograd, in the Second Forum of mothers and widows who lost their loved ones while performing their military duty in the Ural Federal District in Surgut and much more.

Speeches by the chairmen of regional branches of T.P. Karpova (Samara), Z. N. Lomakina (Volgograd), G.A. Boyko (North Ossetian) supplemented the general picture of affairs and highlighted the main areas of the organization’s activities.

This is, first of all, assistance in the preparation and implementation of targeted programs aimed at preserving and strengthening the health and social security of the families of the victims; representation and protection of the rights and interests of members of the organization, including in relations with state authorities and local governments; participation in the development and implementation of legislative and other legal acts at the federal, regional and local levels; participation in the activities of government bodies and organizations, local governments, public associations and commercial organizations aimed at creating ideological, legal, economic and socio-cultural conditions for the realization of the social potential of members of the organization; conducting information and propaganda work in order to form public opinion.

The meeting participants unanimously supported the Council’s decision on the need to introduce the Law of the Russian Federation “On the status of family members of fallen defenders of the Fatherland,” since today the legislation does not have acts establishing the legal status of parents as family members of fallen defenders of the Fatherland. The benefits provided are extremely limited both in terms of their list and in terms of their material expression.

In this regard, the Council decided to send an appeal to the head of the Russian Orthodox Church, His Holiness Patriarch Kirill, for assistance in promoting this law.

All members of the Council who arrived in the Noginsk district from all over Russia were warmly greeted by the head of this Moscow region, which is not the first time hosting the All-Russian public organization of families of fallen defenders of the Fatherland, V.N. Laptev. Expressing gratitude to everyone for their dedicated work, he shared his experience of working to protect the rights and interests of participants in combat operations in Afghanistan and Chechnya and family members of the victims living in the Noginsk region. Deputy Chairman of the Organization E.E. Rodionova reported to the members of the Council on the progress of preparations for the publication of a book under the working title “Unsent Letters,” which will include letters from fallen soldiers, their photographs, and memories of relatives, and asked to speed up the process of sending these materials to Moscow.

The work of the Council was also attended by the Deputy Chairman of the Committee on the Affairs of Internationalist Soldiers under the Council of Heads of Government of the Commonwealth Member States L.P. THE FORUM HAS DEVELOPED THE FORMULA

For the second year, a forum of mothers and widows who have lost their loved ones in the performance of military duty has been meeting in the Ural Federal District. This time the gathering place was the city of Surgut, where more than 100 participants arrived from all six regions of the Urals. These are representatives of the All-Russian public organization of families of fallen defenders of the Fatherland, committees of soldiers' mothers and other public organizations. The forum was attended by the Plenipotentiary Representative of the President of Russia in the Urals Federal District Evgeny Kuyvashev and the Governor of Yugra Natalya Komarova. The event was organized by the Departments of Public Relations and Social Development of the Autonomous Okrug together with the Public Chamber of Ugra.

The program was designed for two days. For the first time, the delegation visited the social and health center “Sons”. The acquaintance with the medical institution began with a corner in memory of “Sons who did not return from the war.” Created in the spring of 2004, the center accepts for treatment and rehabilitation the elderly, disabled children, war veterans, members of their families, as well as family members of those killed in the line of duty. The treatment and adaptation program here is carried out in four areas: medical, psychological, cultural and physical education. As the director of the center, Irina Solovyova, noted, this is the only medical and preventive institution in the Urals that has an integrated approach to treating both combatants and disabled people. In 2010 alone, about four thousand residents of Ugra underwent rehabilitation at the center. The forum participants got acquainted with the methods used in the center: they engaged in health-improving physical education, underwent a massage session and psychological training.

On the same day, a thematic evening of memory “In the name of life on earth” was held at Surgut State University.

The second day of the forum turned out to be even more eventful. It began with laying flowers at the monument to internationalist soldiers. The ceremony was headed by Plenipotentiary Envoy Evgeny Kuyvashev and Governor of Ugra Natalya Komarova. A short rally took place at the monument. The gathered fellow countrymen who did not return from the battle remembered a minute of silence and a military salute.

Issues of increasing the role of public organizations in improving the quality of life, medical care and health services for family members, and perpetuating fallen soldiers were discussed by the participants of the round table held as part of the event. Its result was the decision to create a Book of Memory of the Fallen Defenders of the Fatherland in the Ural Federal District; an appeal was made to the Plenipotentiary Representative of the President of the Russian Federation for the Urals Federal District on the need to adopt the Federal Law “On the status of the families of fallen defenders of the Fatherland.” The working meeting of the forum was attended by Sergei Smetanyuk - Deputy Plenipotentiary Representative of the President of the Russian Federation in the Ural Federal District, Tatyana Ruban - Chairman of the All-Russian Public Organization of Families of Fallen Defenders of the Fatherland, Viktor Zabolotsky - Chairman of the Public Chamber of the Khanty-Mansiysk Autonomous Okrug - Ugra and the Khanty-Mansiysk district branch of the "BATTLE BROTHERHOOD".

Our hopes come true where government agencies pay attention to the families of the fallen defenders of the Fatherland. We see this clearly here in Khanty-Mansiysk. Our four regional organizations already operate in the Urals Federal District: Chelyabinsk, Tyumen, Kurgan regional and Khanty-Mansiysk district. More than two thousand family members of fallen defenders of the Fatherland live on their territory. We are intensively working to create our organizations in the Sverdlovsk region and the Yamalo-Nenets Okrug,” shared Tatyana Ruban.

During the round table, the idea of ​​the need to determine the status of family members of fallen defenders of the Fatherland was once again loudly voiced. And enshrine it legislatively at the federal level. This will simplify the assistance scheme and make life easier for family members of the victims.

During the forum, a ceremonial awarding of the medal “For special services to the veteran organization “BATTLE BROTHERHOOD” to Natalya Komarova and Sergei Smetanyuk took place.

Governor of Ugra Natalya Komarova met with the Lavrov and Beznosikov families, whose sons died while performing their military duty. Alexander Lavrov died during the Afghan war, and Viktor Beznosikov did not return from Chechnya.

According to the representative of the President of Russia in the Urals Federal District, Evgeny Kuyvashev, the forum taking place in Surgut is not just a sign of attention to the families of fallen soldiers. “This is, first of all, evidence of serious changes in the attitude of the authorities and society towards the loved ones of those who gave their lives for their Motherland. A low bow to you and gratitude for the sons and husbands whom your love led to heroism.”

Answering questions from journalists, Evgeny Kuyvashev said that the forum would become a permanent discussion platform. According to him, the proposals voiced during the first forum received the support of the authorities of all subjects of the federal district. “In all our regions, a register of widows and mothers of fallen servicemen has been formed. A program to support them has been adopted in each territory. This is our formula for work in this direction, the vitality of which was once again confirmed by this forum,” the plenipotentiary noted.

Figures and facts

As of July 1, 2011, 150 families of military personnel who died during local conflicts live in the Khanty-Mansiysk Autonomous Okrug and are registered with the social protection authorities. In the region, members of such families, in addition to federal ones, have been provided with such social support measures as a monthly allowance for parents in the amount of 3,000 rubles and a social allowance for children who have lost their breadwinner in the amount of 1,276 rubles. Also, this category of the population is provided with one-time assistance in case of extreme life situation in the amount of up to 40 thousand rubles and the provision of social services. Payment of benefits to the parents of deceased military personnel has been carried out since January 1, 2011. As of July 1, their recipients were 162 Ugra residents. Survivor benefits are paid to 20 minor children. Between December 2010 and July 2011, one-time financial assistance was provided to 66 military families.

The meeting participants also talked about the need to improve the legislative framework. A big step forward here should be the Federal Law “On the status of family members of fallen defenders of the Fatherland.” Activists of the All-Russian public organization of families of fallen defenders of the Fatherland are seeking its consideration in parliament. The law will greatly facilitate the lives of those who deserve full attention and support from the state and society.

- In September 2012, our Organization turned five years old. First anniversary milestone. One of important tasks What needs to be urgently tackled is the creation of a common database of all family members of those killed in local wars. This work is serious and painstaking. According to preliminary estimates, there are more than 50 thousand family members in Russia whose sons and husbands died defending the interests of the country. Unfortunately, none government agency(social security, military registration and enlistment offices, pension fund) do not have such a database. Without it, it is simply impossible to carry out full-fledged and effective work to improve the socio-material situation of the families of fallen soldiers. Especially in solving the housing issue, which remains one of the pain points.

Our branches already operate in 67 regions. The most active of them are located in the Volgograd, Vladimir, Irkutsk, Saratov, Novgorod, Arkhangelsk, Smolensk, Krasnoyarsk, Omsk, Kirov, Tyumen, Tver, Samara, Tula, Kaluga, Belgorod, Bryansk regions, Transbaikal and Perm region, Kabardino-Balkarian, Udmurt and Bashkir republics. And most importantly, here is support and interaction with local organizations of the “BATTLE BROTHERHOOD” at the highest level.

I would like to note the activities of the collective members of the Organization - such as: Altai Territory, Komi Republic, Moscow, Lipetsk, Ulyanovsk regions.

Great practical assistance in working with regional branches is provided by video conferences conducted by the Central Council Office. HOPE FOR THE RELIABLE

The Khanty-Mansiysk district branch joined the ranks of the All-Russian public organization of families of fallen defenders of the Fatherland. On the eve of Defender of the Fatherland Day, its Founding Conference was held.

Members of the families of fallen soldiers from twelve city districts and municipal districts of Ugra took part in the Conference. “726 people with this status live in this region,” Elena Rodionova, deputy chairman of the All-Russian public organization of families of fallen defenders of the Fatherland, told our correspondent. - Before this, we worked closely with the local Committee of Soldiers' Mothers. Last fall, our delegation, led by the Chairman of the Organization, Tatyana Ruban, took part in the forum of mothers and widows who lost their loved ones in the line of military duty in Surgut. During a meeting with the Plenipotentiary Representative of the President of Russia in the Urals Federal District Evgeny Kuyvashev and the Governor of the Khanty-Mansiysk Autonomous Okrug - Ugra Natalya Komarova, the issue of creating our department was considered. Tatyana Tikhon, the mother of a fallen warrior in Dagestan, was unanimously elected as the chairman of the Khanty-Mansiysk district branch of the All-Russian public organization of families of fallen defenders of the Fatherland. The Khanty-Mansiysk district branch opened an account for the formed structural units of the All-Russian public organization of families of fallen defenders of the Fatherland this year. NOT SUBJECT TO FORGETING

The Public Chamber of the Russian Federation held hearings on the issues of perpetuating the memory of those who fell in the line of military duty and identifying the bodies of fallen military personnel and law enforcement officers. They took place on the initiative of the Commission on Problems of National Security and Socio-Economic Living Conditions of Military Personnel, Members of Their Families and Veterans, headed by Alexander Kanshin, together with the All-Russian public organization families of fallen defenders of the Fatherland, led by Tatyana Ruban.

Work to search for and establish the fate of missing military personnel continues regardless of the statute of limitations and will continue until the last deceased defender of the Fatherland is found - this postulate was confirmed by all participants in the meeting. And although eight years have passed since the beginning of hostilities to restore constitutional order in Chechnya, the lists contain not only the names of the dead and wounded - unfortunately, there is also a separate, especially bitter line “missing in action.” “In total, since December 1994, there have been 927 people on the lists of missing persons. Of these, the fates of 336 people remain unclear today. We are persistently searching for them. Since the beginning of this year alone, the names of 64 people have been identified, and 14 have been found alive. The latter were considered to have “left military units,” although they were held captive by militants for a long time, where they performed forced labor. Currently, all the prisoners have returned home,” Colonel Andrei Taranov, deputy head of the Russian Ministry of Defense department for perpetuating the memory of those killed in defense of the Fatherland, cited statistics. According to him, a search group has now been restored in the Southern Military District, which has already collected information about previously unknown 60 alleged burial places of military personnel in Chechnya, including four in Grozny. Over the past 10 years, 648 suspected burial sites have been identified in Chechnya. Of the 538 of them, 377 remains of military personnel were exhumed during this time,” Taranov said.
